Albania is becoming a favorite place for foreigners to live and work.

The number of foreigners who received residence permits in Albania increased significantly in 2023, according to INSTAT data, with the dominance of citizens of Kosovo, Italy and Turkey.

While Italians come mainly to work or study, Turks mainly to work, Kosovo citizens come more for reasons of family reunification. Indian citizens are also coming to Albania, all of them to work.

According to INSTAT, at the end of 2023, the number of foreigners with a residence permit in Albania was 21,460 inhabitants, increasing by 18.2%, compared to 2022. About half of them are in Albania to work.

The number of foreigners with a residence permit is dominated by men with 63.8%, against women with 36.2%. The number of applications for residence permits in Albania in 2023 was 12,430 applications, marking an increase of 22.7%, compared to 2022.

Foreigners originating from Kosovo, Italy and Turkey constitute the largest number of foreigners with residence permits in Albania in 2023, respectively with 3,712, 3,375 and 1,693 inhabitants.


Foreigners originating from Europe account for 15,223 inhabitants in 2023 and make up 70.9% of the total foreigners, compared to 73.3% that they made up in 2022.

Employment is the main reason for foreigners' residence permits in Albania in 2023 with 48.3%. In 2023, 6,630 irregular foreigners were recorded in the territory of the country, where most of them, about 44.0%, are foreigners originating from Afghanistan and Syria.

During the year 2023, the number of foreigners with residence permits consists of 13,691 men and 7,769 women.

The dominant age group of foreigners with a residence permit is 30-39 years old, which constitutes 22.5% of all foreigners with a residence permit.

The number of applications for residence permits in Albania in 2023 was 12,430 applications, marking an increase of 22.7%, compared to 2022. Applications by country of origin from Kosovo and Italy constitute 28.5% of the total applications in 2023 .

Foreigners with a residence permit in Albania according to country of origin are headed in 2023 by European countries, accounting for 70.9% of total foreigners. Foreigners originating from Europe are 15,223 people, marking an increase of 14.5%, compared to 2022. Foreigners originating from Asia are 3,784, marking an increase of 43.3%, compared to 2022. Foreigners with origin from America, Africa and Oceania are 2,453, experiencing an increase of 10.8%, compared to 2022.

In 2023, foreigners originating from Kosovo are 3,712 inhabitants, marking an increase of 31.2%, compared to 2022, while foreigners with a residence permit in Albania originating from Italy are 3,375 inhabitants, marking an increase of 14 .5%, compared to 2022.

Half come to work, the Italians and study

In 2023, foreigners with a residence permit for employment reasons account for 48.3% of the total foreigners, followed by reasons for family reunification with 22.2%, other reasons with 13.3%, reasons for humanitarian purposes with 12.4 % and reasons for studies 3.7%.

Among foreigners with a residence permit in Albania originating from Italy, in addition to the reason for employment (49.0%), there is also a dominance of the reason for study (17.7%).

Foreigners originating from Kosovo are led by reasons for family reunification (43.5%) and other reasons (32.4%).

Foreigners originating from Turkey are dominated by reasons for employment (71.1%) and reasons for family reunification (25.8%).

Foreigners of US and Indian origin dominate the reasons for employment, with (62.6% and 95.7%), respectively.

Irregular aliens

Irregular foreigners registered in the territory of Albania or at the border, without the necessary documentation, result in 6,630 people in 2023, against 8,335 people in 2022.

Irregular foreigners by country of origin in 2023 are headed by countries such as Afghanistan with 1,610 people, Syria with 1,305 people, Pakistan with 969 people, Bangladesh with 792 people, Somalia with 475 people and Morocco with 156 people./ Monitor
