Veliaj's villa and the liar Rama / He said that Erion's father-in-law

Prime Minister Edi Rama, in a conversation with citizens on Tuesday, on his social network "Facebook", decided to defend Veliaj, while also commenting on the villa in Qerret, for which SPAK accuses the mayor of having unfairly benefited from a builder and in return Veliaj had given him a building permit.

Rama said that the villa belongs to Veliaj's late father-in-law and that the mayor cannot be held accountable for owning a house, at a time when, according to Rama, Veliaj did not have any kind of power.

"In the accusation made against the mayor in that great novel, for example, it talks about the father-in-law's house, taken years and years ago in Qerret there and it is accused that since clothes belonging to your son were found there, the little child who goes to his grandmother on the beach, it is your house and you did not declare it. Okay, maybe it is, I don't know, we will look at it with evidence, but when it goes this far to hold someone accountable for the dead father-in-law, who is the owner of a house at a time when the son-in-law did not have any kind of power, it is truly impressive. Meanwhile, here the turrets from which tons of mud are thrown every day open and close with the sludge that circulates and turns the swamp into a field. How is this work done? Who will do this?" said Rama.

But the data published in the file, which CNA has, proves that Rama was in fact deceived by Veliaj. Below we are listing the facts that are written in black and white and that prove the fact that the Veliaj-Xoxa couple are in fact the owners of this villa.

BROTHER, OWNER OF THE VILLA

On page 49, points 33 and 34 of the file, it is noted that it is proven through the mayor's payments made to Gentian Sula's company that Veliaj is in fact the owner of the villa and not his late father-in-law.

“33. The proceeding body proceeded with the examination of the website of "AGI KONS", where in the section "Projects", "Residential", where the construction of the residential residence "Kodra e Diellit" in Tirana and the resort "Marea" located in the village of Qerret, Kavajë was ascertained. From the evidence administered, it results and is proven that the citizen Erion Veliaj and his relatives have purchased real estate in these complexes/resorts that were built by "AGI KONS" shpk.
34. From the investigations it resulted that the citizen Gentjan Sula is also a shareholder in the Company "S&D Invest" sh.a. which has as its object of activity: Management and distribution of drinking water and removal of polluted water. Services in the field of maintenance and administration of common property. Technical consultancy, design in various fields. Trade, import-export, etc. Management and service of bars - restaurants.
34.1. In relation to this company, with letter No. 17383/3 Prot., dated 30.10.2024, the General Directorate of Taxes has sent information on the declarations made in the sales books and purchase books of the companies "Agi Kons" shpk with NIPT K21622001M and "S&D Invest" shpk with NIPT K82112004C. From the analysis of the declarations made by the company "S&D Invest" with NIPT K82112004C, it results that 10 (ten) invoices were declared for citizen Erion Veliaj during the years 2020-2021, marking in the column the name of the buyer "Erion Veliaj 6A" and "Erion Veliaj Vila 4A", it is stated in the file, while the tables with the payments made under Veliaj's name are also listed.

On page 50, point 35 it is evidenced that Veliaj used his mobile number at the villa, confirming that he went there often. This is another point that proves that he was its owner and not simply a visitor who went to his father-in-law's villa as Rama said.

“From the company "ONE ALBANIA", with letter No. 18985 OD, date 09.10.2024, information was requested regarding the mobile number 67 20 55 982 (identified as a number in use by citizen Erion Veliaj). "One" has returned the response with which it has also sent the telephone records available for this number. From the analysis of the records, it has resulted that the above mobile number has had frequent logins in the Qerret area. From these analyses, it results that these logins were carried out mainly during weekends, but also on certain days of the week, near the villa in Qerret,” the file states.

STATEMENTS OF THE RESORT ADMINISTRATOR

The file states that Erion Veliaj and his wife Ajola Xoxa are the actual owners of the property and this is also confirmed by Maksim Greva, the resort administrator, who confirms, among other things, the presence of Ajola Xoxa in the facility. This information provided by Maksim Greva is of great interest to the investigation, as it confirms the payments made by Erion Veliaj to the company owned by Gentian Sula for the maintenance of the villa, the file states.

“On page 52, point 36 in the summary of the results of the control approved by the Special Court of First Instance for Corruption and Organized Crime, with Decision no. 698 dated 05.12.2024, regarding two apartments: 1.) Property No. 1/650, volume 29, page 166, ZK 3101, located in the Stimulated Zone "Ardian Çarçani", Qerret, type "plot", total area 446.6 m2 (of which plot 446.6 m2; Building 80.42 m2), otherwise referred to as Villa no. 5; owned by Arbër Veliaj; and 2) Property No. 1/647, Vol 29, page 103, ZK. 3101, located in the "Ardian Çarçani" Stimulated Zone, Qerret, type "plot", plot area of ??the object 494 m2, villa, with a unit base area of ??82 m2, owned by "Agi Kons" shpk; (MAREA. RESORT, QERRET), it results that there are reasonable doubts based on evidence that citizen Erion Veliaj and his wife Ajola Xoxa, are the actual owners of property no. 1/647.
These doubts are also supported by the statements received from the Administrator of the resort, citizen Maksim Greva, who confirms, among other things, the presence of citizen Ajola Xoxa in the object. According to the declarant, the property in question is administered by the company "S&D Invest" Tirana. This information provided by citizen Maksim Greva is of great interest to the investigation, as it confirms the payments made by citizen Erion Veliaj to the above company (S&D Invest owned by Gentian Sula) for the maintenance of the facility named 4A, as described above.
37.1. From the payment table, it results that it was citizen Erion Veliaj who, during the period 2020-2021 (the period coinciding with the purchase of the other villa by Arbër Veliaj), made payments for the maintenance of the facility named villa 4", the file states.

STATEMENT OF AJOLA XOXA'S DRIVER AND HER LATE FATHER

Veliaj's deception of Rama is also revealed by the fact that Ajola Xoxa's driver, Armand Manahasa, who previously was the driver of Ajola Xoxa's father, Arben Xoxa, never accompanied the latter to the villa in Qerret. So if the deception that Veliaj told Rama was true, how is it possible that Ajola's late father never went to the property he owned?

On page 256 of the file, it is noted that: "Interrogated on 16.01.2025 as a person with knowledge of the criminal offense, citizen Armand Manahasa explains, among other things, that: From February 2019 to November 2021, he was employed as a personal driver for citizen Ajola Xoxa. He knows this citizen through her father Arben Xoxa, who died in February 2019. Citizen Armand Manahasa explained that he accompanied citizen Xoxa, in addition to her house in "Kodra e Diellit" and the offices in "Sky Tower", also in the village of Qerret, to a villa within the "Marea" complex. The declarant states that he began accompanying citizen Ajola Xoxa and her mother in Qerret, to the complex in question, in the period 2019-2020. Also, on several occasions, he accompanied her cleaner, named Ela. The declarant states that he often transported personal household items as well as various clothes to the villa within the complex. Asked if he had ever accompanied citizen Arben Xoxa to the villa in Qerret, the declarant states that he had never been there with this citizen and had never heard this villa mentioned by citizen Arben Xoxa," the file states.

In summary of Armand Manahasa's statements, it results once again that the villa located in Qerret, the "Marea Resort" complex is in the de facto ownership of the Veliaj-Xoxa family. From these statements it results that although he was the driver of the deceased citizen Arben Xoxa. Armand Manahasa has never been to the Qerret villa before 2019. We recall here that the citizens under investigation claim that this villa was purchased in 2017 by the parents of citizen Ajola Xoxa. For the first time, the declarant explains, he went to the villa in 2019-2020. Also, Armand Manahasa has never heard of this villa being talked about by the deceased citizen Arben Xoxa, the file states.

CELL PHONE BOXES BETWEEN MANAHASA AND XOXA

Also on page 256 of the file, telephone conversations between Manahasa and Xoxa are revealed, as well as conversations between Manahasa and a citizen identified as Olsi Efthimi. The latter is confirmed to be the person who supervised the works for the furnishing, but also the construction of more than one immovable property owned by the Veliaj-Xoxa spouses, including the villa in Qerret, where the conversations confirm that Ajola Xoxa gave instructions for the furnishing of the villa and other aspects.

"When asked about a message exchanged with citizen Olsi Efthimi on 16.07.2020, where he asks "Are you going to Qerret today?", to which Olsi Efthimi replies "No, we won't because it's his birthday", the declarant states that the communication was made with this citizen because he occasionally associated with Ajola Xoxa, and to his knowledge, he (Olsi Efthimi) went to the villa in Qerret, as he dealt with its furnishings, work and other aspects. The declarant added that the apartment was located on the second floor of the residence, while on the other floor above the residence where Ajola lived, she was carrying out work which was monitored by citizen Olsi Efthimi. In connection with the above, the examination of the mobile phone of citizen Armand Manahasa, seized pursuant to the decision of the Special Court of First Instance for Corruption and Organized Crime No. 56 dated 15.01.2025, was proceeded with. From the examination documented with the minutes dated 17.01.2025, it results, among other things, that the telephone number +355672020124 is registered on this citizen's mobile phone, which is used by citizen Ajola Xoxa. With this number, it results that citizen Armand Manahasa has had conversations, which begin on (26.01.2021), while the last communication was carried out on 6 Oct 2023 (06.10.2023).

The examination revealed various communications made with written and voice messages. In the WhatsApp application, it is found that there are communications that belong to the date 1 Nov 2021 (01.11.2021). Specifically. the number +355672020124 (Ajola Xoxa), sends Armand Manahasa a voice message with a duration of 0:10 seconds at 11:49. The message has the following content: "Mandi when you bring the hangers, leave them here at the door, Ela is here at home. In the meantime, Olsi is coming to inspect the works upstairs, so I will also go upstairs and go down with Olsi, so you can continue without worrying.". Citizen Armand Manahasa at 11:49, responds with a written message "Ok", the file states.

UNFINISHED WORKS UNTIL 2020

Rama seems to have been deceived not only about the ownership of Veliaj's villa, but also about the fact that this villa belonged to his father-in-law at a time when Veliaj had no power. The file, on the other hand, emphasizes that the villa actually belongs to the Veliaj-Xoxa couple and that the villa's works were not completed, at least until 2020, a time when Erion Veliaj actually had power, as he headed the country's first municipality.

"Also, Olsi Efthimi, from these statements, but also from other data, appears to be the person who has followed the works for the furnishing but also the construction of more than one immovable property that is suspected to be owned by the Veliaj-Xoxa spouses. This citizen appears to have gone to the Qerret villa to deal with its furnishing. From the examination carried out on the mobile phone of citizen Ergys Krisiko, it clearly results that not only the courtyard of the villa, but also its interior have not yet been completed, at least until 2020. Also, this citizen appears to have followed the construction works on the third floor of the building located at "Kodra e Diellit", where the Veliaj-Xoxa spouses currently live. This results both from the statements of citizen Armand Manahasa, but also from a voice message sent by Ajola Xoxa to citizen Armand Manahasa, found on the latter's phone, seized by decision of the Special Court of First Instance for Corruption and Organized Crime. In this message, citizen Ajola Xoxa clearly mentions that the works on the "top" floor were being inspected by citizen Olsi Efthimi. The period in which this voice message was sent, the year 2021, coincides with the information published in the online media regarding a construction that was being carried out on the apartment of the Mayor of Tirana, this construction was thought to be without the permission of the competent authorities.” It is emphasized, among other things, on page 258 of the file.

So there are a series of accusations raised by prosecutor Olsi Dado and confirmed by the imposition of arrest measures by judge Erjon Bani, which unequivocally prove that the Veliaj-Xoxa couple are not only the owners of the villa, but apparently Veliaj (based on the statements of the head of government this Tuesday), wanted to manipulate the situation and expose the Albanians for the villa in Qerret and many other movable and immovable assets, which were built by wasting the money of Albanian citizens./ CNA
