The vice president of the Municipal Council of Tirana for the Democratic Party, Dorian Teliti, has accused the Government of the 2024 draft budget.

In a press statement, Teliti said that the budget does not help entrepreneurship, nor freelancers, nor health and education, nor agriculture, nor families in need and pensioners.

He said that the budget being proposed by the government does not help any of these categories.

"Let's take the stubborn facts of the budget baklava offered by Edi Rama and his government one by one.

Is this the enterprise budget? No, it is not, as there is no facilitating policy for doing business in our country. In addition, many of them will face the increase in excise duties and the costs that it entails.

Is this a freelancer's budget? No, it is not, on the contrary, although they have raised their enterprise with a lot of sweat, next year freelancers will be taxed and will pay an additional 28 million euros from their pockets.

Is this the health and education budget? No, it is not, health will receive only 2.8% of PPP, and education only 2.3% of GDP. I believe you remember the forgotten promises of financing 5% of these important sectors.

Is this the budget of agriculture and the farmer? No, it is not, the government does not give up the VAT differentiation scheme in entry-exit and continues to provide subsidies several times lower than the needs of the sector, continuing to be the last in the region for the next year as well, with at least 2 times less subsidies compared to the penultimate country ranked in the region.

Is this the pensioner's budget? No, it's not. Although the prices of the consumer basket continue to grow at high rates, pensions will at best simply be indexed, a legal obligation of the last 20 years. Unfortunately, there will be no real increase in pensions.

Is this the budget of families in need? No, it is not, since these families will not receive a single penny more, although even the alms they receive from the budget will be reduced even more by the inflation of the following months. There is no question of any supportive social package being undertaken by the government.

Is this the budget of the former political persecuted? No, it is not, they remained forgotten and the figures show that at these rates it will take at least 3 more decades to repay the financial obligation to the former persecuted and their heirs.

Is this the budget that supports the local government? No, it is not, since the unconditional transfer, so vital for the vast majority of the country's municipalities, is at the minimum of the legal obligation, that of 1% of GDP", declared the democrat.

He described the draft budget as the budget of gambling and clientelistic PPPs.

"Contrary to what Edi Rama said 5 years ago, that gambling is haram, the government plans to legislate gambling again and collect 18.7 million euros in tax from this haram business.

Is it perhaps the budget that will pay tens of millions of euros in international court decisions, obligations that have come as a result of mismanagement and misgovernance in our country? Yes, it is at least 195 million euros, and not only, which will have to be paid from our levies for the implementation of the decisions of international courts.

Maybe the PPP budget is clientelistic and corrupt? Yes, a full 134 million euros for 10 PPP contracts will be awarded during the next year. These 10 PPP contracts will receive three times more funds than 64 thousand families receive with economic assistance throughout 2024," Teliti underlined./ CNA
