The elections of May 14 will put 6 candidates in the race for Tirana: from Erion Veliaj of SP, to Belind Këlliçi of the coalition Baskë Fitojen, Roland Bejko of DP and Lajla Përnaska, Arlind Qorri and Marko Dajti respectively from PDIU, Lévizja Bashkë and Fronti i Left.

The way the winner for mayor will be calculated is by simple majority or minimum majority. The candidate who will receive one more vote is declared the winner of the May 14 elections.

Otherwise, the winners for the Municipal Council will be calculated for Tirana, which is the only municipality with 61 seats in the municipal council.

Në garë për të plotësuar këto vende janë 16 subjekte politike të cilat kanë depozituar, ndërkohë në KQZ sipas detyrimeve ligjore listat e tyre emërore me 61 kandidatë. Këto lista quhen ndryshe lista të mbyllura që do të thotë se zgjedhësit në fletën e votimit do ti referohen partisë dhe jo listave shumë emërore të tyre.

Llogaritja e mandateve sipas votave të fituara për Këshillin Bashkiak bëhet sipas një formule të quajtur formula e D’Hond, e cila numrin e votave të fituar nga çdo subjekt e pjesëton me numrat natyrorë me radhë nga 1 e në vazhdim.

Nga ky pjesëtim shifrat që përfitohen renditen nga më e madhja tek më e vogla deri në plotësimin e vendeve në dispozicion për këshillin bashkiak. Nëse do t’i referohemi votës politike të 2021 që subjektet politike kanë marrë në Tiranë dhe do ta llogarisnim sipas formulës në fjalë, atëherë Partisë Socialiste i takojnë 32 këshilltarë, PD-së bashkë me aleatët dhe LSI-në 28 këshilltarë dhe PSD-së 1 këshilltar ( këto subjekte politike morën pjesë në zgjedhjet e përgjithshme të 2021).
