Strengthening the partnership between the European Union (EU) and the countries of the Western Balkans, including through the gradual integration of these countries in some EU policies, will be the focus of the next EU-Western Balkans summit, which will take place in Brussels on December 18.
On the eve of this meeting, ten days ago, the new president of the European Council, Antonia Costa, had an informal joint meeting with the leaders of the countries of the region, where, among other things, the preparations and expectations from this joint summit were discussed.
The now regular development of joint EU-Western Balkan summits is one of the proofs that the EU prioritizes this region, its relations with its countries, but also the process of their full integration into the EU. This commitment is expected to be reiterated this time in the meeting. This is also included in the draft of the Declaration prepared for approval at the summit, a text to which Radio Free Europe also had access.
"Enlargement is a geostrategic investment in peace, stability and prosperity. There is now a new dynamism in the expansion process. The acceleration of the enlargement process, based on fair and strict conditions and the principles of individual merit, is in the common interest", says the statement that is expected to be jointly approved by the leaders of the EU member states and their colleagues from the six states of the Western Balkans.
At the time of Russia's aggression in Ukraine, and with the change in global circumstances, it is expected to reiterate that the partnership between the EU and the countries of the region is more important than ever.
Precisely in order to help speed up the enlargement process, this summit will send a call for the countries of the region to resolve disagreements with their neighbors as soon as possible, both with the member countries of the European Union, and among themselves in the region.
"Regional and bilateral disagreements rooted in the past have for too long prevented focusing on the future. The implementation of bilateral agreements in good faith and with tangible results, including the Prespa Agreement with Greece and the Treaty of Friendship, the Good Neighbor Agreement and cooperation with Bulgaria, remain key," the document states.
These two mentioned agreements continue to be the reason why North Macedonia is being blocked on the road to European integration without having the opportunity to open the negotiating chapters, even though all the required technical conditions have been met. Until recently, Greece was blocking decisions in the Council, while Bulgaria is doing so now.

Edhe Serbia, por edhe Kosova, kanë ngecur në proces – ndër tjerash edhe për shkak të mungesës së progresit në normalizimin e raporteve mes tyre. Kjo, pos që e dëmton procesin e integrimeve evropiane, sipas BE-së, po ndikon negativisht edhe në stabilitetin e tërë rajonit. Prandaj, edhe normalizimi i raporteve mes Kosovës dhe Serbisë pritet të jetë pjesë e Deklaratës së samitit.
“Marrëveshjet e arritura në kuadër të dialogut të lehtësuar nga BE-ja mes Prishtinës dhe Beogradit, përfshirë edhe Marrëveshjen për rrugën drejt normalizimit, duhet të zbatohen pa vonesa të reja. BE-ja fton të gjithë partnerët që të garantojnë të drejtat dhe trajtimin e barabartë të personave që u përkasin pakicave”, thuhet në draftin e tekstit të Deklaratës.
Serbia tash e tre vjet nuk ka hapur asnjë kapitull në procesin e negociatave për anëtarësim në BE. Përpjekjet e fundit të presidencës hungareze, të mbështetura nga Komisioni Evropian dhe shumica e vendeve anëtare, që Serbia t’i hapë disa kapituj, nuk kanë dhënë rezultate, sepse disa vende anëtare nuk janë pajtuar që Serbia të lëvizë.
Përveç mungesës së progresit në fushën e sundimit të ligjit dhe lirisë së mediave, si shkak është përmendur edhe mungesa e progresit në procesin e normalizimit të raporteve të Serbisë me Kosovën.
Në anën tjetër, edhe Kosova nuk ka shënuar ndonjë lëvizje. Ajo ka aplikuar për anëtarësim në BE qysh para dy vjetësh, por ajo kërkesë vazhdon të mbahet e mbyllur në sirtarë dhe nuk është shqyrtuar asnjëherë nga Këshilli i BE-së. Në rastin e Kosovës një prej arsyeve kryesore është mosnjohja nga pesë vende anëtare të BE-së, por edhe mungesa e progresit në dialog.
Bashkimi Evropian mirëpret pjesëmarrjen e vendeve të Ballkanit Perëndimor në forumin e Bashkësisë Politike Evropiane, një forum ku janë shumë shtete evropiane e jo vetëm ato të BE-së. Pritet të përshëndetet fakti se samiti i radhës i Bashkësisë Politike Evropiane vitin që vjen do të mbahet në Tiranë.
Kësaj radhe në samit pritet të flitet edhe për proceset konkrete, të cilat tashmë janë duke e ndihmuar rajonin që të afrohet në procesin e integrimit në BE përmes integrimit gradual në shumë fusha.
Një prej tyre është Plani i rritjes ekonomike për Ballkanin Perëndimor në vlerë prej gjashtë miliardë eurosh. BE-ja do të shprehë gatishmërinë që të shqyrtojë integrimin e mëtejmë ekonomik dhe tregtar të vendeve të rajonit.

The establishment of green lines through border crossing points to speed up the circulation of goods is also mentioned. The EU also supports the participation of the countries of the Balkan region in the "green agenda" aimed at preserving the environment and fighting global warming. It also supports the inclusion of the countries of the region in the digital agenda of the EU and the "common digital market".
Therefore, according to diplomats in the EU, this summit will be an opportunity to discuss concrete cooperation in many fields, from politics, defense and security, to energy. All this will help the countries of the region to get ready for EU integration faster, while strengthening their economies and increasing regional stability through the resolution of their differences. /REL
