Territorial and electoral reforms are expected to be the political focus of the fall, while the opposition remains divided in this regard.

Oerd Byklykbashi and Ivi Kaso accused their democratic colleagues in the special territorial reform commission of making bargains with Rama. They said that Rama intends to return the regions and premium in order to gain power at the table. The deadline for completing the territorial reform is the end of September.

Meanwhile, the government does not give up on another of its initiatives, that of fiscal amnesty, despite being opposed by the opposition and internationals.

"There are 42 hearings and in September we will come out with a conclusion. In two months we will conduct 42 hearings and come to conclusions. Large and small municipalities have differences. There is a financial autonomy, but this makes some small municipalities not have enough income. The second step is service and territory coverage. We come with an infrastructure upgrade, but also a centralized service through communication platforms. There is a program in the Ministry of the Interior related to decentralization and we will need more time to see how this service goes that would also help these municipalities. The third is about representation and all three of these have come out of the hearings.
This commission will come up with very important recommendations to improve everything that was brought from the hearings", said Denaj.
