The head of the Education Department at the Democratic Party, Lilli Sula, has reacted to the scandal at the Agricultural University of Tirana, where SPAK issued 24 security measures for corruption and violation of equality in tenders, for the administrator and employees of this institution.
"The corruption revealed in recent days at the Agricultural University shows that public finances do not go to students and lecturers, but to the pockets of the government and its clients," said Sula.
Lili Sula also denounced the politicization of ASCAL, the Agency for the Quality Assurance of Higher Education, and the problems of accreditation of academic programs. The head of the Education Department at the Democratic Party said that today students cannot receive diplomas because the programs are unaccredited.
" Today, we denounce another failure and fraud in Education, the process of Accreditation of Higher Education Institutions and the Study Programs they offer.
After excluding more than 40% of high school graduates from higher education and depriving students of their right to quality education, the Rilindja government is doing what it has done in every other sector:
It hides, lies, and deceives students about the failure of accreditation processes, the consequence of which is the fact that thousands of students who have completed their studies at various universities do not receive diplomas, as the study programs are not accredited.
So, years of education, parents' finances, and their dreams of a profession, employment, and career are thrown in the trash.
The Agency for Quality Assurance in Higher Education (ASCAL) was founded in 2010, based on the best models of EU countries, with the aim of providing expertise and public assurance on the quality of higher education.
Today, the Agency is completely politicized by the Renaissance and completely outside professional standards. ASCAL has today become a 'Notary' of corruption and the destruction of the quality of higher education. The political capture and professional disintegration of this institution has made accreditation an unreliable, clientelistic and failed process, which is evidenced by the fact that our universities, unlike those in the Balkans, are not included in European and world rankings.
Currently, the structure and human resources that the Agency has to fulfill its public functions and responsibilities for the Monitoring, Evaluation and Accreditation of Institutions and Study Programs (of all cycles) have been reduced to the level of a Sector, with 5 specialist category employees.
How can only 5 employees be managed and entrusted with the monitoring, evaluation and accreditation of quality in 40 higher education institutions and over 1,300 study programs offered today, and nearly 500 study programs applied and awaiting accreditation? Only the diabolical minds of Rama and Manastrili can provide this 'answer'.
Meanwhile, the body of External Evaluators is insufficient and inadequate in quality and qualification. This list is clearly filled with renegades, who not only do not produce guarantees and objectivity, but also close the corrupt affairs of HEI leaders and control the competition of HEI among themselves.
It is commendable that many specialists and experts from various fields of study and research have refused to be part of this list.
Today, in many public higher education institutions that have received so-called Institutional Accreditation, there are parasitic and unnecessary Departments and even Faculties that do not meet the criteria and standards required by law.
These academic structures show the massive misuse of public finances and are openly licensed only to traffic in honors, titles, corruption, political interests of Rilindja and the leaders of HEIs, and even, in many cases, their vices. Sula expressed./ CNA
