The Department of Education in PD, in the working meeting with the president Sali Berisha, presented the plan for the drafting of the Education and Scientific Research Program for the years 2025-2029.

Berisha spoke about the poor state of student education, the depopulation of over 1 million Albanians, the politicization and corruption that has taken root in every educational cell, the destruction of scientific research and the destruction of the qualification systems of Albanian scientists.

He emphasized the increase in funds for scientific research and the necessary increase in teachers' and lecturers' salaries.

Sali Berisha's speech:

It abandoned the attempt to further consolidate this system and therefore had that rollercoaster that no other country has known. In this context I completely agree with you. Our program must be ambitious, it must be the program of an emergency. It should be a program that marks a big turn in the current trend of free fall of education in Albania.

This program, which should start with the preschool cycle and end with the postgraduate cycle. It will have the strongest financial support from the next government. 5% of the budget is my solemn commitment, doubling and aiming to triple teachers' salaries. In the first term, there will be no salary below 1,300 euros in Albanian education. There will be no salary below 2 thousand euros in the country's universities.

Everything will be done to offer and materialize the possibility of education to every child wherever he is. Education in preschool, pre-university cycle, but also education in Universities. We lost 10 years.
If 10 years ago the average of graduates in higher schools in different countries went from 18% to 30%, today it goes up to 67%.

The race of knowledge is the most unstoppable race but the surest race that brings the overall development of a country and a nation. The standards will be the standards of freedom. Without academic freedom there are no real Universities. Without scientific research, universities cannot exist. Without professional education, society cannot respond to market demands and will move rapidly in all these directions. We, in our goals and objectives, will transform the education system into the main promoter of the country's transformation. The main promoter of the revitalization of this country. The repopulation of Albania by Albanians. Therefore, I congratulate you for addressing the sharpest emergency problems of these problems with the draft program of our government.

And in case we have declared to the Albanians that for us everything will start with the investment in the citizen. Let us say today that the first among the first in this context will be the schoolboy, student, teacher, pedagogue of schools, universities, professional education in Albania.
We aim for an education which not only educates the highest values ??of freedom and civilization but also the most advanced knowledge of the newest fields.

During the years of governance, we had one main objective, the removal of corruption from the education system. And the truth is that with the clearest indicators we achieved the most tangible results in this regard. If university admissions were an ugly fair of corruption, that time was archived. But, it is not only the admissions or even the state exams. I think that in our project for education 2025-2029, we should foresee the establishment of more transparent systems to successfully fight corruption in every corner, in every cell of our school.

I once again congratulate you. I consider the project that you have prepared an excellent draft program for the future DP government. Likewise, I invite teachers, pedagogues to join in this great effort to remove from power this regime that is, with its attitudes and policies, the most destructive regime for Albanian education that has ever been known.

I follow with great interest your thoughts and especially your serious commitment to a program as complete and as good as possible. Of course the education program in all its dimensions must be examined and opinions taken into consideration. There is no question that we aim for the best standards, but on the other hand, the path to achieving them is a difficult one, we must be realistic because we have suffered a real shock. Can you imagine universities without scientific research, but nothing consolidates the university more than scientific research.

And now they are almost non-existent. They never were. I'm sorry to say this. Even in a dictatorship, at any time. The faculties had the scientific research fund. What has happened is a real regret, but I see that the program in general gives answers to these main issues. I fully agree that basically everything should be examined to be realistic and meet the quality goals and by supporting you once again in this effort I express my greatest appreciation and thank you. /CNA
