DP parliamentary group meeting

Today, at the meeting of the parliamentary group of the Democratic Party, the draft for the new territorial reform was proposed.

DP has proposed 95 municipalities, i.e. 34 more than there are currently.

PD of Berisha says that it adheres to the European concept of regions. Meanwhile, in the draft, the division into 5 regions at the country level is also proposed.

Ylli Asllani, secretary of DP Reestablishment: In our project we have 95 asymmetric municipalities. There are 34 local units more than the current division.

51% e bashkive janë bashki qëndrore, do të mbulojnë edhe sportin. Pjesa tjetër e bashkive do të kenë funksione të plota, por do të jenë të fokusuara te shërbimet bazë.

Lidhur me nivelin e dytë, PD i përmbahet konceptit europian të rajoneve. Rajonet do të garantojnë një harmonizim të zhvillimit makro.

PD me këtë draft ka një opsion për Tiranën ndryshe nga forcat e tjera politike. PD është për një qytet metropolitan, një Tiranë me 14 bashki të vogla. Kurse politikat qëndore do ti luajë bashkia kryesore që do të jetë ajo e Tiranës.

Në Korçë kanë qenë 6 bashki, propozimi është 10 bashki, ku janë shtuar Leskoviku, Vithkuq, Voskopojë dhe Pojan.

Në Vlorë nga 7 bashki janë propozuar 11, ku është shtuar Orikumi, Novosela, Lumi i Vlorës (Amantia) dhe Ksamili.

Berati nga 7 bashki bëhet me 9 bashki, janë shtuar Shpiragu dhe Otllaku.

Në Fier nga 6 bashki bëhen 12 bashki, shtohen Golem, Ardenicë, Levan, Cakran, Fratar.

Në Elbasan nga 7 bashki bëhen 10 bashki, shtohen Shpati, Bradasheshi.

Në Tiranë nga 5 bashki bëhen 9 bashki, shtohen Ndroqi, Petrela, Kashari, Dajti. Gjithashtu edhe 11 minibashkitë të kalojnë në Bashki.

Në Kurbin nga 1 bashki bëhen 2 bashki, shtohet Mamurrasi.

Në Durrës nga 3 bëhen 4, është shtuar Sukthi.

Në kukës nga 3 bëhen 5 bashki.

Bashkitë:

– 95 Bashki asimetrike,

– Janë 34 njësi vendore më shumë se ndarja aktuale 61 Bashki

– 50% e bashkive qendrore do të mbulojnë krahas funksioneve të shërbimeve publike e social kulturore edhe shërbimin transportit dhe të zhvillimit të territorit për bashkitë rurale.

- 50% of other municipalities will have limited functions, mainly in the performance of public, agricultural works, cultural activities and social assistance and employment promotion. They will delegate urban management functions to the central units on the basis of a cooperation contract.

Regarding the second level, DP adheres to the European concept of regions.

It is prepared to offer its two options for the second level of local government

a. Creation of a new Regional division with 5 Regions

b. Tirana, the metropolitan capital with a central municipality and 14 municipalities with limited competences.
