The head of the CEC, Ilirjan Celibashi, has spoken about the return of the Democratic Party's request to participate in the May 14 elections.

Celibashi stated that the request was returned because Lulzim Basha's personal documentation is missing.

The head of the CEC states that the competence can be transferred to someone else as the head of the "seal" group, but not the responsibility as the head of the PD, as according to him the responsibility has been determined by the law.

"The competence is transferred, while the responsibility is not, because it is a different matter.

If it is competence, it is transferred, but the responsibility assigned by the law cannot be transferred. There are other legal remedies. The declaration as a document must be signed by the head of the DP, but the request can be signed by someone else. An obligation that the law has imposed on you as a person as an institution cannot be delegated to someone else," said Celibashi./ CNA.al
