The longest-lived Prime Minister with the shortest-lived Finance Ministers

The recent changes in the "Rama 3" government again affected one of the ministries that should be among the most important in any government, the Ministry of Finance.

The importance of this ministry in imposing budgetary discipline and improving the performance of public revenues and expenditures is undeniable.

"Monitor" calculated the indicator of tenure and turnover of the Prime Minister of Albania, Mr. Edi Rama, and of the minister who held the office of Finance, Economy, or combined economy and finance. It is constantly observed that without arguments or visible results, these two fields have been "married" and "divorced" several times during the three Rama governments.

Assuming that this government ends its mandate in April 2025, without any other changes, what results is that if the prime minister has remained in the same position for 12 consecutive years, the minister has stayed on average 1.3 years (so less than half of a government mandate).

We do not know if this short life of the minister (about 9 times shorter than the prime minister) is related to the incompetence of the elected ministers, or to problems of corruption, or to completely different reasons, which the prime minister knows.

What we know is that of the 9 ministers who have been appointed, at least three of them have been seen at the doors of SPAK, Shkëlqim Cani, Anila Denaj and Arben Ahmetaj, the latter on the run.

These ministers seem to have caused so much "boredom" that in their third term they have the highest turnover rate compared to the previous two terms.

The most recent minister, Ervin Mete, leaves office at a difficult moment for the Ministry of Finance after the collapse of the law on the tax on free professions in the Constitutional Court, in the middle of a debate on concession payments and after they were previously competences in the field of economy were removed.

Without forgetting the most recent conflict in the Economy and Finance Committee of the Assembly, over the findings and recommendations of the KLSH regarding the budget.

However, Mete was a "strong hand" against concessions. One of the first things done when he took office on September 14, 2023, was to cancel the procedures for the concession of the public key infrastructure, PKI, a concession that was expected to bring large financial costs to businesses and citizens, for a service currently performed by AKSHI.

Shortly before the Prime Minister announced his departure as Minister of Finance, Ervin Mete closed two Finance concessions, that of fiscal stamps and the concession of fuel marking, which had been postponed for another year by the predecessor, despite the end of the legal deadlines.

During the Metes period, the international agency Standard&Poors increased the country's rating in the World Bank by one for the first time.

Ndryshimet e shpeshta në qeveri

Në rastin e Shqipërisë pas viteve ’90, vendi ka ndjekur pak a shumë një cikël të rregullt ndryshimi qeverish.

Në periudhën 1991-2023, normalisht vendi duhet të kish mbajtur 8 zgjedhje për qeverinë qendrore, por ka mbajtur 9 të tilla. Vetëm në dy raste ka pasur zgjedhje të parakohshme, në vitin ’92 dhe në vitin ’97.

Pas ’97-s madje u duk sikur u vendos edhe tradita 8-vjeçare e rrotacionit të pushtetit ndërmjet dy partive më të mëdha të vendit.

Me kalimin e viteve, stabiliteti në dukje i ndryshimit të pushtetit nuk ka prodhuar stabilitet në përbërjet e qeverive dhe madje është rritur intensiteti i ndryshimit. Këtë na e përforcuan ndryshimet më të fundit të ndodhura në qeverinë e formuar pas zgjedhjeve të prillit 2021.

Për herë të parë kemi për të tretin mandat qeverisës të njëjtën forcë politike dhe madje, qeverisja (përveç mandatit të parë, 2013-2017) është ushtruar jo në koalicion me forca të tjera qeveritare.

Por çuditërisht nuk është prodhuar qëndrueshmëri, si në strukturat e ministrive, ashtu edhe në titullarët e tyre.

Duke iu referuar veçanërisht grupit të ministrive që mbulojnë më afër sektorët e ekonomisë si: Ministria e Financave, Ekonomisë, Bujqësisë, Turizmit, Industrisë, Transportit, Energjetikës apo Sipërmarrjes, vërehet që nëse qeveria për 10 vjet ka pasur të njëjtin kryeministër, ministrat në këto ministri të rëndësishme janë lënë në detyrë mesatarisht për dy vjet, ose sa gjysma e një mandati qeverisës.

Hyrje-daljet, rrotullimet dhe qarkullimet e ministrave dhe, sikurse është stili në qeveritë shqiptare, edhe i një pjese të administratës së ministrive, ku përfshihen sekretarët e përgjithshëm, zëvendësministrat, drejtorë drejtorish etj., qartësisht përbëjnë një tjetër faktor ndikues në paqëndrueshmërinë afatgjatë të ekonomisë së vendit, në moszbatimin në vijimësi të strategjive e programeve zhvilluese dhe në shndërrimin e ministrave në individë, që nuk krijojnë dot figurë profesionale dhe drejtuesi, por vetëm figura shërbimi, e që tani së fundi kanë filluar të trajtohen edhe si element skedash bastesh, se cili do të përfundojë në rrjetën e drejtësisë.

If the rotations of governments, or even of the heads of institutions, are useful, because they are expected to bring a new approach, spirit and perspective, which positively influence further development, it is just as important that the rotation has its own cycle, which allows sufficient time space for the implementation of strategies and plans. It is no coincidence that practice in the world is oriented towards 4-5 year election cycles.

These cycles represent periods of time sufficient to follow certain directions of development and to see certain results of them. Shorter cycles add uncertainty and damage the long-term vision. Much longer cycles create the phenomenon of laziness and decay./Monitor
