SPAK sends 13 people for trial/ They planted cannabis in the Kruja area

13 people have been sent for trial by SPAK accused of cultivating cannabis narcotic plants in the Kruja area and a number of other criminal charges.

Through an official announcement SPAK indicates that it is about citizens Bujar Sefa (Xaka), Skënder Velja, Lavdërim (alias Lulzim) Alimani, Vaid Taka, Edison Xaka, Xhemal Zogu, Asim Pulaci, Saba Shehi, Armand Dervishi, Agron Asllanaj, Shkëlqim Ismaili , Ahmet Pulaci and Haxhi Murati.

They are charged with "Structured criminal group", "Commitment of criminal offenses by criminal organization and structured criminal group", "Production and sale of narcotics", "Illegal possession and production of weapons, explosive weapons and ammunition". "Unauthorized possession of ammunition for hunting weapons" as well as "Abuse of duty".

"The Special Prosecutor's Office against Corruption and Organized Crime, in cooperation with the Police Oversight Agency, the General Directorate of the State Police as well as the investigators of the National Bureau of Investigation, has completed the investigations and sent it to the Special Court of First Instance for Corruption and Organized Crime, criminal proceedings No. 203 of 2020, in charge of 13 persons, more specifically the defendants:

Bujar Sefa (Xaka), Skënder Velja, Lavdërim (alias Lulzim) Alimani, Vaid Taka, Edison Xaka, Xhemal Zogu, Asim Pulaci, Saba Shehi, Armand Dervishi, Agron Asllanaj, Shkëlqim Ismaili, Ahmet Pulaci and Haxhi Murati, accused respectively of the commission of the elements of the criminal offense "Cultivation of narcotic plants", carried out in the special form of cooperation, that of the structured criminal group, provided by articles 284/1 and 28/4 of the Criminal Code; "Production and sale of narcotics" carried out in the special form of cooperation that of the structured criminal group, provided by articles 283/1 and 28/4 of the Criminal Code; "Structured criminal group", provided by article 333/ai of the Criminal Code; "Commitment of criminal offenses by criminal organizations and structured criminal groups" provided for by Article 334 of the Criminal Code; "Illegal possession and production of weapons, explosive weapons and ammunition" provided by article 278/3 of the Criminal Code; "Unauthorized possession of ammunition of hunting weapons" provided by article 280 of the Criminal Code, as well as "Abuse of duty" provided by article 248 of the Criminal Code.
From the investigations carried out, it has been proven that the cultivation of some plots with narcotic plants was carried out by 2 (two) criminal groups organized in some areas of Krujë Municipality, Cudhi Administrative Unit, the villages of Noj, Shkretë, Rranxë, Bruz Mal, Bruz Zall area these borders each other. The criminal groups that have operated in this area, not only know each other but also know about each other's activities, have had the support of the local police structures as well as those of the local administration, mainly the police officers and the elders involved and those in cultivation activity. Cultivation was mainly carried out on forest land owned by the state, which is used for grazing by the residents of the area.
From the acts administered and analyzed for the interests of this criminal proceeding, it was found that the leaders of these criminal groups, in order to care for and preserve the narcotic plants, hired several workers, set up irrigation systems, after which the narcotic substance was collected and processed in special places for the purpose of marketing.
With the act dated 27.07.2023, we proceeded with the division of criminal proceedings acts no. 203 of 2020, and their numbering with no. 203/1 of 2023, in order to identify other persons, associates of the defendants who turned out to be involved in this criminal activity." - it is said in the announcement of SPAK./CNA.al
