The perpetrator of Gentjan Bejtja's murder was arrested/Police provide

Vlora Police, in a press conference, provided details of the arrest of Flodian Plaku, suspected of being the perpetrator of the murder of Gentjan Bejtja in March 2024.

The statement said that during the arrest of Plaku, another person who was hiding with him, JP, 43 years old, was also arrested.

A. L, 36 years old, resident of Vlora, A. D, 31 years old, resident of Vlora and L. D, 57 years old, resident of Tirana, have assisted in the shelter, communication and movement of the wanted citizen Flodian Plaku. They were arrested in flagrante delicto for the criminal offense of "Supporting the perpetrator of the crime".

During the searches, firearms, cartridges, cell phones, and 25 thousand euros were found and seized as material evidence.

Police notification

I am here today, together with the Deputy Director for Criminal Investigation, the Head of the Serious Crimes Investigation Sector and staff of the Special Operations Force Directorate, to share with you and through you, with the citizens, the results of a proactive investigative work carried out by the investigative structures of the Vlora Local Police Directorate, with the support of the General Directorate of the State Police and in close cooperation with the prosecutors of Vlora and Tirana, with the aim of shedding light on several criminal events that occurred previously in Vlora, as well as identifying, capturing and arresting the perpetrators of these events, who pose a serious threat to public order and security.

As a result of the professional engagement of the investigative and operational structures, in recent days, in Vlora, it has been possible to uncover and document with legal evidence the murder of citizen Renato Hoxha, which occurred on 27.04.2025. Specifically, it was possible to identify and capture one of the perpetrators, and yesterday afternoon, during a well-organized operation with a high level of risk for Police officers, it was possible to put in handcuffs a wanted citizen, who at the moment of capture was armed with a firearm, with a cartridge in the chamber ready to fire. Specifically:

On 03.08.2025, after well-organized work and coordinated actions between the Serious Crimes Investigation Sector of the Vlora Police Department and the Directorate of the Special Operational Force of the State Police, under the direction of the prosecutor of the case at the Tirana Prosecution Office, the police operation codenamed "ETERNA" was successfully finalized, with the aim of capturing a citizen wanted for murder, with high social danger, as well as to bring to justice the persons who helped and sheltered him.

The operation took place in the premises of a hotel in Orikum, where the citizen was located and arrested:

•Flodian Plaku alias Florjan Serjani (Mamo), 42 vjeç, banues në Vlorë, person me rrezikshmëri të lartë shoqërore, i dyshuar për disa ngjarje kriminale të ndodhura në Vlorë dhe jashtë saj.

Për këtë shtetas, Gjykata e Shkallës së Parë të Juridiksionit të Përgjithshëm Tiranë, me vendimin penal nr. 1885, datë 26.07.2024, i ka caktuar masën e sigurisë “Arrest në burg”, për veprat penale “Vrasja me paramendim”, e kryer në bashkëpunim dhe “Prodhimi dhe mbajtja pa leje e armëve dhe municionit”.

Ky shtetas akuzohet për vrasjen e shtetasit Gentjan Bejtja, më datë 15.03.2024, i cili u qëllua me armë zjarri brenda rrethimit të banesës së tij. Nga veprimet hetimore ka rezultuar se autorët janë afruar te banesa e viktimës, me një automjet tip “Land Rover” dhe pas kryerjes së vrasjes, janë larguar në fshatin Hasan, ku kanë djegur automjetin.

Gjatë kontrollit fizik ndaj shtetasit Flodian Plaku, si dhe në ambientet ku qëndronte, u gjetën dhe u sekuestruan:

•Një armë zjarri pistoletë, me një krehër dhe 17 fishekë;

•25 000 euro cash, për të cilat po hetohet burimi i dyshuar kriminal;

•7 celularë.

Gjatë ndërhyrjes policore në hotelin ku fshihej, së bashku me shtetasin Flodian Plaku, u kap edhe shtetasi Julian Aliaj alias Julian Pashaj, 43 vjeç, i cili gjatë operacionit u kap me një armë zjarri pistoletë me një krehër me fishekë.

Gjatë hetimeve të thelluara mbi këtë rast, u evidentua se shtetasit A. L, 36 vjeç, banues ne Vlorë, A. D, 31 vjeç banues ne Vlore dhe L. D, 57 vjeç, banues në Tiranë, kanë ndihmuar në strehimin, komunikimin dhe lëvizjen e shtetasit në kërkim Flodian Plaku. Ata u arrestuan ne flagrancë për veprën penale “Përkrahja e autorit të krimit”.

Ndërkohë, në vazhdën e punës hetimore për dokumentimin ligjor të ngjarjeve kriminale të ndodhura më parë, vetëm tre ditë më parë, më datë 01.08.2025, strukturat e DVP Vlorë, në bashkëpunim me Drejtorinë e Forcës së Posaçme Operacionale të Policisë së Shtetit, në drejtimin e Prokurorisë pranë Gjykatës së Shkallës së Parë Vlorë, finalizuan operacionin policor të koduar “Në Gjurmë”, me objekt kapjen e shtetasit Kleanth Bylyku alias Armando Gega, 42 vjeç, banues në Vlorë, në kërkim për veprën penale “Vrasja me paramendim”, e kryer në bashkëpunim.

Ndaj tij ishte lëshuar urdhër ekzekutimi i vendimit penal nga Gjykata e Vlorës, për caktimin e masës së sigurisë “Arrest në burg”, për vrasjen e shtetasit Renato Hoxhaj, ndodhur më 27.04.2025, rreth orës 06:20, në lagjen “Hajro Çakërri”, pranë Poliklinikës së qytetit të Vlorës. Viktima u qëllua me armë zjarri, me katër plumba në trup dhe kokë, duke humbur jetën në vend.

Lidhur me këtë ngjarje, falë hetimeve të thelluara dhe analizës së provave të gjetura në vendngjarje, u dokumentua se vrasja ishte e planifikuar dhe e kryer në bashkëpunim me disa persona të tjerë. Si rezultat, janë ndërmarrë këto masa:

* Në muajin prill, u ndalua me iniciativë shtetasi E. M., 37 vjeç, banues në Tiranë, për veprën penale “Sigurimi i kushteve dhe i mjeteve materiale për të kryer vrasje”;

* A foreign citizen, of Romanian nationality, DC, 53 years old, with a significant criminal record in the field of crimes against the person, was declared wanted. An international arrest warrant has been issued for this citizen for the criminal offenses of "Premeditated murder", committed in collaboration, and "Unauthorized production and possession of weapons, explosive weapons and ammunition".

* Another citizen, with the initials IS, 26 years old, previously arrested for the criminal offense of "Production and sale of narcotics", is also under investigation for this murder, for which work continues to determine his role in this criminal event.

Meanwhile, investigations are continuing intensively to fully clarify and document this event, as well as to identify and arrest other persons involved in criminal events in Vlora and Saranda. I would like to take this opportunity to inform you that in-depth investigations and operational actions are continuing in Saranda and we will soon have concrete results for the capture of the perpetrators.

Both operations "Eterna" and "In the Trail" are clear evidence of the determination of our structures to fully uncover and document the most serious crimes that threaten the lives and safety of citizens./ CNA
