Ukraine has asked Mongolia to arrest Russian President Vladimir Putin ahead of his visit to the country next week, the first in a member state of the International Criminal Court (ICC) since the body issued an arrest warrant for him.

The court claims Putin is responsible for war crimes, saying he failed to stop the illegal deportation of children from Ukraine to Russia since the conflict began.

An ICC spokesman told the BBC that Mongolian officials "have an obligation" to comply with ICC regulations, but clarified that this does not necessarily mean an arrest.

The Kremlin said it had "no concerns" about the visit, which is scheduled to take place next Tuesday.

"We have an excellent relationship with our Mongolian partners," Kremlin spokesman Dmitry Peskov told reporters in Moscow.

"Of course, all aspects of the president's visit have been carefully prepared."

Dr Fadi el-Abdallah, an ICC spokesman, told the BBC on Friday that States Parties to the court - including Mongolia - "have an obligation to cooperate in accordance with Chapter IX of the Rome Statute" - the agreement that created the court.

The agreement states that in certain circumstances, states may be exempted from the obligation to make an arrest when they would be forced to "breach a treaty obligation" with another state or when doing so would violate "the diplomatic immunity of a person or the property of a the third. the state".

"In case of non-cooperation, ICC judges can make a finding about it and inform the Assembly of States Parties about it. It is then up to the Assembly to take whatever measures it sees fit," said Dr el-Abdallah.

The court alleged last year that the Russian president was responsible for war crimes, focusing on the illegal deportation of children from Ukraine to Russia. It has also issued an arrest warrant for the Russian Commissioner for Children's Rights, Maria Lvova-Belova, for the same crimes.

He said the crimes were committed in Ukraine from February 24, 2022 - when Russia began its full-scale invasion./ CNA
