USAID Changes/ Trump Administration Lays Off 1,600 Employees

The Trump administration took the rapid dismantling of the U.S. Agency for International Development to what appeared to be its final stage, telling all but a handful of staff worldwide that they were on furlough starting Monday and notifying at least 1,600 of its U.S.-based employees that they were being laid off.

The move was the latest and one of the biggest steps in what President Donald Trump and cost-cutting ally Elon Musk say is their goal to dismantle the six-decade-old aid and development agency in a broader campaign to reduce the size of the federal government.

The move comes after a federal judge on Friday allowed the administration to move forward with its plan to lay off thousands of USAID employees in the United States and around the world. U.S. District Judge Carl Nichols rejected pleas in a lawsuit by the employees to continue the temporary block on the government's plan.

“As of 11:59 p.m. EST on Sunday, February 23, 2025, all directly employed USAID personnel, with the exception of designated personnel responsible for mission-critical functions, core leadership, and/or specifically designated programs, will be placed on administrative leave globally,” according to notices sent to USAID employees that were viewed by The Associated Press.

At the same time, the agency said in staff announcements that it was beginning a layoff process called force reduction that would eliminate 2,000 U.S.-based jobs. A version of the announcement later posted on USAID's website puts the number of positions to be eliminated at a lower 1,600. /CNA
