Israel's energy minister said water supplies had been restored to "specific" areas in southern Gaza as part of a US-Israel deal.
But Sky News later reported that aid workers in the region said they had yet to see evidence that the water had returned.
A spokesman for the Gaza government also said water was not flowing there.
Israel has blocked supplies of food, medicine and water to Gaza while shelling the cities in response to the Hamas incursion.
Juliette Touma, a spokeswoman for the UN's Palestinian refugee agency (UNRA), said "Gaza is drying up" and UN teams there have had to start rationing water./ CNA
