Montenegro, analysts comment on the 100 days of the government

Analysts estimate that the first 100 days of the Montenegrin government are among unfulfilled expectations and promises. They say that some successes were noted, such as the unlocking of judicial institutions, the election of the chief prosecutor, the agreement on the population census, which according to them are a good sign for the revival of the European integration process.

Analyst Nail Draga evaluates the unblocking of judicial institutions and the agreement on the population census as a success.

"For these 100 days of government work, some successes have been achieved. It is about unblocking the judicial institutions, considering that they were in an unfavorable situation, inherited earlier, and a special success was the holding of the population census in December of last year", said Mr. Draga for the Voice of America.

Meanwhile, analyst Bekim Çobaj appreciates some government moves that were important to save Montenegro's European path.

"I want to say that there were some movements that were essential in a situation where the European path of Montenegro was endangered. I'm specifically talking about the appointment of the chief prosecutor, the completion of the Prosecutorial Council and the election of the seventh judge of the Constitutional Court who was absent", said Mr. Çobaj.

On the other hand, analysts estimate that the quality of the work of the departments varies significantly, where the government was unable to approve an annual work program and cannot boast of a high level of transparency.

In this context, Mr. Draga sees the disapproval of the government program and the inclusion of pro-Serb and pro-Russian representatives in the government as a big challenge.

"To begin with, this government has not approved in the country's parliament its government program 'Europe 2' for 2024, which is a legal and constitutional obligation, while another issue is the decision on the participation of pro-Serbian and pro-Russian political forces in the government . This decision represents a challenge for the moment in Montenegro", said Mr. Draga.

While the analyst Çobaj expresses reservations about the economic development announced in the election campaign.

"If we talk about economic aspects, namely the 'Europe 2' program, with which the party in power won the elections, it is a fact that it has not been made public until now. I personally think that there is no such program, but it was used as a propaganda to win the elections", said Mr. Çobaj.

In this government, according to analysts, an unusual phenomenon is observed, which is its reconstruction with pro-Serb and pro-Russian representatives, while the struggle for dominance in the security sector continues to block the creation of a stable and effective policy in this area.

The real challenges for the government remain the handling with particular sensitivity of the announced protests and strikes of workers of various sectors in the country. The way it will approach this problem will determine its future fate, analysts said./ VOA
