What does the US plan to end the war in Ukraine contain?

The US government under President Donald Trump has drawn up a plan to end Russia's war of aggression against Ukraine, which has lasted for three and a half years.

The American news portal Axios published details, as did the AP and AFP news agencies, which said they had seen the document. Ukrainian parliamentarian Oleksiy Honcharenko, a member of the opposition European Solidarity party, also posted the plan online via Telegram. Here is a summary of the proposals:

Ukrainian and European security

Ukraine's sovereignty is confirmed. Russia, Ukraine, and Europe declare that the conflicts of the past 30 years are over and agree not to attack each other. Russia and the United States resume talks on nuclear arms control.

Ukraine constitutionally renounces NATO membership. NATO pledges never to admit Ukraine and never to station troops in Ukraine. European fighter jets will be based in Poland. Russia will be legally obligated to renounce aggression against Europe and Ukraine.

Ukraine will not have nuclear weapons. It will receive - although the text does not specify further - "reliable security guarantees" from the US, which in turn will be compensated for providing these guarantees. If Ukraine attacks Russia, these guarantees will be canceled. If Russia attacks Ukraine, sanctions will be restored and Moscow will lose all privileges under the peace agreement. The size of the Ukrainian army will be limited to 600,000 troops. Ukraine will be allowed to join the EU.

A US-Russian working group on security issues will monitor the agreement. A "Peace Council" chaired by US President Trump will ensure compliance with the agreement.

Territorial Issues

Crimea and the occupied Ukrainian territories of Donetsk and Luhansk are recognized de facto as Russian territory. The Ukrainian army withdraws from the parts of Donetsk it still controls; these areas will be considered a demilitarized buffer zone and will be recognized as Russian territory. In the southern regions of Zaporizhia and Kherson, the current front line is established as the dividing line.

The Russian army withdraws from the bridges it currently holds in the Kharkiv and Sumy regions. Russia renounces any further territorial claims. Territorial issues must be resolved peacefully; otherwise, all security guarantees are null and void. The Zaporizhia nuclear power plant will be placed under the jurisdiction of the International Atomic Energy Agency (IAEA) and the electricity it produces will be divided equally between Ukraine and Russia. /DW
