Order, how certificates for agritourism will be issued and monitored

Agrotourism will be able to equip you with a preliminary certificate with a 2-year term or a renewed certificate by applying to e-Albania at the Certification Evaluation Commission.

A recent order of the Ministry of Tourism and Environment, under which the responsibility of certification falls, approves the regulation on which the process will work, the conditions that must be met by the subjects, the monitoring that will be done to them.

Thus, first of all, any entity that wants to obtain a preliminary certificate as agrotourism must apply to e-Albania and make a payment of 2000 ALL. This should be accompanied by a development permit with development indicators, signed by the head of the local self-government unit, in which agricultural/livestock/fishing/aquaculture farms/agricultural units, accommodation, food and beverages are foreseen. Likewise, the project must be presented for the entire agritourism structure to be built, including the farm or agricultural unit, accommodation, food and beverages, signed by the engineer/engineering studio, this document is the same as in the application for obtaining the development permit, near the bodies responsible for the planning and development of the territory.

The regulation also provides for the documents needed to obtain a certificate, that is, when this is not preliminary and has been passed as a stage. In the summarized list are the fragment of the cadastral map, the permission to use or exercise the fishing activity when this is summarized within agrotourism, the photograph of the agricultural or livestock farm, self-declaration in E-Albania that 30 percent of the products are of origin from the farm , layout of the accommodation structure as well as food and drinks.

After submitting the documents, the Commission, within 15 working days from the filing of the application on the e-Albania portal or from the date of uploading the complete documentation to the portal, examines the applicant's file and signs the evaluation record for obtaining or not receiving the certificate.

The decision to accept or reject the application for the device with a preliminary certificate or certificate is made on the basis of the documents uploaded to the e-Albania portal, even case by case when deemed necessary by field verification.

In any case, after receiving the approval, the preliminary certificate or certificate is generated online by the e-Albania system.

The regulation provides that the Commission has the right to suspend the certificate when it finds, mainly from the verifications carried out by it or by the relevant bodies of the municipalities, the Tourism Inspectorate, the tax bodies or the competent bodies for the inspection of food and hygienic-sanitary conditions, change, non-compliance or violation of one or several criteria and conditions defined in VKM no. 22/2018, as amended, and in the regulation.

The monitoring of all beneficiaries of the "Preliminary Certificate" or "Certificate" is done by the relevant bodies of the municipalities, the Tourism Inspectorate or the competent bodies of inspection of food and hygiene and sanitary conditions, regional agricultural extension agencies, veterinary service agencies and plant protection, according to the area of ??responsibility and in accordance with VKM no. 22/2018, amended.
