Strategic status for the USD 197 mln project on New Boulevard/ The state will

An investor who has already received strategic investment status plans to develop a $197 million project on the New Boulevard in the capital.

The Strategic Investments Committee has approved this status for a period of 5 years. The investor is a company registered in the United States of America. The project named "The Cliffs" envisages the development of tourism projects such as hotels, other accommodation structures, casinos and entertainment services.

"The Cliffs" project is proposed by the group of foreign investors Adriatic Resorts LLC, a company under American law with an official address in Cheyenne, WY, USA, sole partner of Adriatic Resorts Holding UK Limited, a company under English law, number company 14320966, with headquarters in London, England, to be realized through the entity Adriatic Resorts sh.a. NUIS M22221001A, with sole partner Adriatic ResortsHolding UK Limited, whose ultimate beneficiaries are declared by the entity according to the legal framework in force.

The project envisages the development of an accommodation structure, which will include a five-star hotel with approximately 250 (two hundred and fifty) rooms, 60 (sixty) other accommodation units with luxury service, bars, restaurants, commercial units, cafes, spaces for meetings and entertainment, SPA, swimming pool and recreational areas, casino, as well as parking space for over 600 (six hundred) cars," the document states.

Meanwhile, the area where the project will be developed belongs to the part known as the railway station. The state, in exchange for the land that it seems will make available to the investor, will receive 12.5 thousand square meters of construction for institutions' offices. It remains unclear how these spaces will be integrated within the tourism project.

"The project aims to be developed on Ri Boulevard, Tirana Municipality, in Cadastral Area 8340, with property number 8/754, after the initial registration (former property with number 8/76), in the cadastral item "land". At the end of the construction of the commercial building, the subject proposes to transfer to the Albanian Government the ownership of 12,500 m2 of construction for the purpose of office use for state institutions or according to their needs.

The investment value of "The Cliffs" project meets the criteria provided by the legislation for strategic investments and is expected to be 196,700,000 (one hundred ninety-six million seven hundred thousand) Dollars.

The project meets the employment criteria required by the legislation for strategic investments, anticipating the employment of over 1000 (one thousand) people.

Me Vendim të KKT Nr.4, datë 14.10.2020, zona e Bulevardit të Ri të Tiranës, me sipërfaqe prej 21953.42 m2, në ZK. 8340, Tiranë është shpallur “Zonë me Prioritet Zhvillimin e Turizmit”, në bazë dhe zbatim të dispozitave të legjislacionit të turizmit.

Pasuria e paluajtshme me sipërfaqe prej 19,000 m2, e llojit “truall” ka kaluar në administrim të Ministrisë së Turizmit dhe Mjedisit (MTM) me VKM Nr. 47, datë 27.01.2021 “Për Kalimin në përgjegjësi administrimi, nga Ministria e Drejtësisë te Ministria e Turizmit dhe Mjedisit, të një pjese të pronës së paluajtshme me sipërfaqe prej 19,000 m2 , nga trualli funksional i pronës ndodhur në Zonën Kadastrale 8340, me numër pasurie 8/76, me sipërfaqe prej 46,266 m2 , me emërtimin “Stacion Hekurudhor”, Tiranë” thuhet në vendimin e KIS.

KIS anulon vendimin për grupin Al Shiddi

Në vitin 2019 qeveria i dha statusin e investimit strategjik një grupi nga Arabia Saudite për te zhvilluar projektin Tirana City Center. Projekti në fjalë ndodhej në të njëjtën zone kadastrale dhe numër pasurie si projekti “The Cliffs” por tashmë statusi për të parin është anuluar.

Në atë kohë në vendimin e KIS thuhej se projekti  parashikonte  ndërtimin e një investimi kompleks dhe i përket pjesërisht sektorit strategjik të turizmit me strukture akomoduese elitare turistike-hotel, apartamente elitare hotel, vila elitare Sky Village, strukture mbështetëse turistike-qendër tregtare dhe garazh nëntokësor ashtu si dhe ndërtesë për zyra. Projekti i propozuar shtrihet në një sipërfaqe trualli prej afërsisht 19,000 m2, në Zonën Kadastrale Nr. 8340, Tiranë.

“Vlera e investimit te projektit “TIRANA CITY CENTER” plotëson kriteret e parashikuara nga legjislacioni për investimet strategjike dhe parashikohet te jete 106,850,000 (njeqind e gjashte milion e teteqind e pesëdhjete mije) Euro.

Projekti plotëson kriteret e punësimit te kërkuara nga legislacioni për investimet strategjike. Përgjatë fazës se realizimit te investimit dhe operimit, numri i te punësuarve parashikohet te jete 1500 (njëmije e pesëqind) persona.

Subjekti propozues i projektit parashikon që, pas përfundimit të ndërtimit të projektit TCC, Qeverisë Shqiptare do t’i jepen 12 000 m2 ndërtim zyra (shell & core).

Për këtë projekt, me Vendim te Komitetit te Investimeve Strategjike Nr.23/2, date 23.07.2019, në baze te nenit 15 te Ligjit Nr.55/2015, është nënshkruar Marrëveshja e Mirëkuptimit Nr. 23/3 Prot, date 09.09.2019 ndërmjet AIDA dhe Al Shiddi Trading Company LTD” thuhet në vendim.

Vendimi i anulimit që i takon verës që lamë pas parashtron së çështja është zvarritur në gjykata për shkak të një padie për të cilën është vendosur pushim në fillim të 2023 por duke qenë se me grupin Al Shiddi ende nuk kishte një marrëveshje nuk pati pasoja.

"The Committee of Strategic Investments decided: Cancellation of the Decision of the Committee of Strategic Investments No. 2/7, dated 27.07.2020 and Decision of the Strategic Investments Committee No. 2/10, dated 04.02.2021, as it was not possible to sign a contract/investment agreement between the Ministry of Finance and Economy, the Ministry of Tourism and Environment and the applicant entity.

Through the cancellation of the Decision of the Committee on Strategic Investments No. 2/7, dated 27.07.2020 and Decision of the Strategic Investments Committee No. 2/10, dated 04.02.2021, the legality is restored for the Strategic Investments Committee to carry out an opportunity assessment on the property in question for other proposed projects that meet the legal criteria to benefit from the necessary support according to the legislation in force," the decision states. / Monitor magazine
