The Deputy Governor of the Bank of Albania, Luljeta Minxhozi, said today that based on the situation related to the 2026 draft budget, a review of the parameters of the pension scheme in the country is recommended.

In her speech to the Economy Committee, Minxhozi stated that this review aims to better control and support, develop and promote the second and third pillars of pensions through fiscal and regulatory incentive mechanisms.

"The social and health insurance scheme, the deficit of the social and health insurance scheme, continues to be a significant burden on the state budget, exceeding even the level of the overall budget deficit. The fiscal challenges of these schemes remain high, taking into account the phenomenon of population aging, but also that of demographic contraction.

These indicators are expected to exert increased pressure on public finances in the future and make it necessary to undertake additional reforms to ensure the reduction of the fiscal vulnerability associated with them.

In this context, the Bank of Albania recommends reviewing the parameters of the pension scheme, with the aim of better controlling and supporting it, developing and promoting the second and third pillars of pensions through fiscal and regulatory incentive mechanisms, and integrating the analysis of demographic and fiscal risks into the medium-term framework of the budget program in accordance with the best practices of the European Union", said Minxhozi. /CNA
