The minimum wage in 2028 will reach 60 thousand lek per month

The Albanian government is expected to raise the minimum wage to 60,000 lek per month by 2028, as part of a strategy to gradually increase incomes and improve the living standards of low-wage workers.

According to information from the Ministry of Finance, in the 2026 draft budget, this aims to continue the trend started in recent years, where the minimum wage has increased significantly, from 30 thousand lek in 2022 to 40 thousand lek as of March 2023, and is soon expected to reach 50 thousand lek in 2026, according to the draft budget forecasts.

According to sources at the Ministry of Finance and Economy, the government is considering a new medium-term scenario that foresees that there will be no increase in the minimum wage in 2027, to apply the next increase in January 2028, with 10 thousand lek more than the 2026 level.

Increasing the minimum wage has become one of the most discussed issues in economic policy, as it directly affects labor costs, social contributions, and increases inflationary pressure.

Business representatives express concerns that rapid growth could burden labor-intensive sectors, such as tailoring and services, where the foundation of business is free labor.

If this plan is implemented, the minimum wage will have increased by 50% within six years, from 40 thousand lek in 2023 to 60 thousand lek in 2028. This would bring Albania closer to the average of countries in the region, where in some countries, such as Montenegro and Serbia, the minimum wage is already above the equivalent of 55–60 thousand lek per month.

The decision to increase to 60 thousand lek is expected to be concretized within the framework of the fiscal package for 2027–2028, after consultations with interest groups and analysis of the impact on the labor market./ Monitor Magazine
