Compensation, in 2025, over 37 million euros for properties with informal

Property compensation, despite efforts to speed up the process, looks set to be a long story.

The Property Treatment Agency reported that it continued in 2025 with a series of financial and physical compensations for real estate owners, including special decisions and compensation for properties affected by informal construction. But the values ??remain modest in relation to the final bill, which is estimated at more than 1.2 billion euros.

Thus, referring to the annual report during 2025, 59 entities with special requests have received financial compensation of around 257 million lek, while one entity has completed the proceedings.

Another group of 10 entities, benefiting from a combination of financial and physical compensation, received 36.9 million lek, while 27 other entities were financially compensated at 100% for a total of over 21 million lek.

In the second group, where there are properties affected by informal constructions, 5,946 entities received financial compensation of about 3.77 billion lek. For this process, in 2024, 3.095 billion lek were allocated from the state budget for the compensation of the last installment at the rate of 30%.

Likewise, 626 entities received compensation of 70% for properties with informal constructions, with a total value of around 678 million lek.

The 120 billion lek bill and its progress

The Property Treatment Agency has financially assessed over 20,000 compensation decisions, bringing the total bill to more than 120 billion lek, while the process has remained constantly slowed down as a result of appeals and legal changes.

Specifically, a total of 27,023 final compensation decisions were handled for the period 1993–2013, of which 20,541 were financially assessed.

The total value of these decisions amounts to approximately 120.9 billion lekë, a figure that may change due to ongoing appeal processes.

Likewise, according to ATP, 2,469 decisions were considered previously compensated, reducing liabilities by 25.6 billion lek, while 838 decisions were deleted during the process. On the other hand, legal changes have increased the financial bill for 3,921 decisions by about 16.4 billion lek./ Monitor Magazine
