Florion Mima speaks: The government has not increased salaries for education and health, but indexation

After the last meeting of the Council of Ministers, Evis Kushi and Ogerta Manastirliu declared for the media that the government had made the decision to increase by 6% the salaries for pre-university education and health workers.

CNA.al contacted former Minister of Economy Florion Mima, who shed more light on the government's latest decision.

According to him, the government did not increase taxes by 6%, but simply an index, i.e. setting income and wealth at the level it was.

“Sigurisht që nuk bëhet fjalë për kurrëfarë rritje. Kur shkalla e rritjes së pagave a të të ardhurave të tjera personale është sa norma zyrtare e inflacionit, kemi të bëjmë thjesht me atë që quhet indeksim, e që nuk është gjë tjetër veçse një rivendosje e gjendjes pasurore a e të ardhurave në atë nivel që ishte, pasi inflacioni e kishte gërryer duke e tkurrur vlerën e tyre reale.

Gjithkush e kupton sikletin e qeverisë që e quan rritje, jo vetëm këtë të sotmen por edhe gjysmëindeksimin vetëm një herë në 9 vite të pensioneve: qeveria nuk do që t'u kthejë mbrapsht realisht qytetarëve tatimpagues, të gjithën a ndoshta një pjesë të super të hyrave extra që vinë nga rritja e çmimeve të mallrave e shërbimeve, rritje që përballohet vetëm nga tatimpaguesi shqiptar. Po për çfarë i përdor qeveria këto extra të hyra kur nuk i vë në shërbim të njerëzve të këtij vendi, a kur nuk i përdor për punë të mbara publike a për uljen e deficitit buxhetor a borxhit publik? Shihini me kujdes si vijojnë të financohen PPP kriminale, shumica e të cilave ose është nën hetim, ose është e sekuestruar si skenë krimi”, tha Mima për CNA.al.

Më tej, ish ministri i Ekonomisë deklaroi se indeksi i punonjësve të arsimit dhe shëndetësisë erdhi një ditë para protestës së opozitës. Sipas tij,, ky vendim është marrë jashtë çdo procesi ligjor të rishikimit buxhetor të mesvitit, ndërsa shton se po tentohet tu hidhet hi syve shqipatrëve.

"The declaration of indexation just one day before the opposition protest, outside of any legal process of the mid-year budget review, shows the government's attempt to ignore the most massive group of budget employees in health and education and the fear that this has government from the revolt of the dissatisfied, the deceived, and the robbed. The good news, then, is not indexation but the beginning of real protests that will bring a government of the people that works for the people. With a government of the people, even the honest and legal administration of public money will change radically by siding with the people who pay taxes or who need help from the common treasury, not those who rob the people's taxes," said Mima to CNA.al.
