The population shrank by about 400,000 between 2011 and 2023, down to 2.4 million, according to Census results, but the housing stock has grown by nearly 75,000 since the 2011 census.
According to official census data, in 2023 there were 1,082,529 dwellings across the country. "Here is the number of dwellings presented in the census, not including non-ordinary dwellings, that is, those used for business", explained INSTAT to Monitor.
According to information from INSTAT, in relation to the previous census, there is a 7.4% increase in the number of dwellings, or about 74.2 thousand more than in 2011, when there were 1,008,243 million dwellings.
Individual houses represented 47.0% of these dwellings, while 39.9% of them are buildings. A small category of dwellings are semi-detached dwellings (8.1 percent) and terraced houses (5.0 percent).
356 thousand flats are empty, half in buildings
From the total number of ordinary dwellings, at the time of the census, there were 726,325 (67.1%) inhabited dwellings, estimating 32.9% uninhabited ordinary dwellings.
From the field survey, INSTAT found that the rate of unoccupied ordinary dwellings ranged from 24.3 percent for semi-detached dwellings to 39.4 percent for dwellings in buildings, individual houses and terraced houses were each 29, respectively. 2 and 29.8 percent, announced INSTAT.
According to the data processed by "Monitor", in numbers, it turns out that there are a total of 356 thousand apartments in the country that are empty (32.9% of the total), of which 170 thousand, or almost half, are in buildings (see the table at the end) .
The buildings also have the highest percentage of empty apartments, with almost 40%. Emigration is considered one of the main reasons that has emptied the houses in the country, while on the other hand, the construction cycle, after a maturation in the period 2008-2016, revived again in recent years.
The construction sector has been involved in rapid developments in recent years, which accelerated again from 2016, resulting in one dwelling for every 2.2 inhabitants.
In the capital alone, since 2000, construction permits have been granted for an area of ??nearly 13 million square meters (see chart). In recent years in Tirana, an average of 70% of the total surface area has been granted construction permits in the country.
