
A building at "Farmacia 10", built by the "Arlis" company, turned into a political debate after an accident.
A building whose facade burned down. Experts said that a fire somewhere in the businesses burned down the facade, causing great damage to the residents.
The important thing is, first of all, that there were no casualties, beyond the "show" of the facade. The important thing is that the reaction was quick. Politics will continue to throw and cut, but it is very important to look beyond the facade.
The company said it would undertake to rebuild it, the deputy prime minister went, opposition representatives went, and there was a debate in Parliament.
But the problem is not with the reconstruction, nor with the attacks and accusations or fines that are made against the builder. The problem is: which state institutions are responsible for a facility that is built, inspected, supervised, and then given a permit to operate?
A building with a ventilated facade, which serves to keep the apartments of this building warmer in winter and cooler in summer.
A building that was delivered and sold by the construction company was purchased by citizens who had an accident, now raise their hands, look to the sky and say: "The government should help us, because the builder is to blame, where was the state, the government is to blame."
Natural disasters or accidents are no longer becoming a lesson for Albanians. So, from floods, earthquakes, fires, thefts, to insuring their property for a symbolic amount.
Someone says that insurance companies make excuses that there is no fire protection insurance in a building, so it is pointless to pay the money. In fact, this is still the responsibility of the residents of a building themselves.
Does this building have an administrator, a board of directors? Why aren't these security conditions in place?
If the firm has not done so, why not sue the relevant entity in court by the residents themselves, to demand the money for fire insurance, alarms, installation of water systems, etc.
Lack of a culture regarding property insurance, lack of a culture regarding property management, when in a shared community, above all, standard and security should prevail. No one does it. There are no boards in most buildings, the administrators are simply fictitious.
A citizen has decided to buy an apartment. He goes and accepts the terms, signs a contract, makes the payment, according to the contract and the monetary value he pays, and receives the apartment.
Does every resident who buys a unit check the safety conditions first?
In fact, everyone claims that the building, the apartment has a usage permit, that it has been supervised and approved. Well, these are three links of responsibility and when the citizen goes to buy it, he knows that these are certified.
Who gives these guarantees?
First, the local government that issues the exploitation permit. Who carries out a full supervision before issuing the exploitation permit? Who are the responsible persons?
Who are the building inspectors? On what certificates was it decided to build a certain type of facade? Be it this one of "Arlis Ndërtim", or the hundreds and hundreds of buildings being built in the capital. Who certified them?
If it is a type of ventilated facade, there is a certificate for each material used. Who issued this certificate? Is it a fireproof material or is it simply one of those materials that were accused of containing naphthalene and bitumen and burning like embers, or immediately catching fire as if it were a piece of dry cardboard?
Let's say there are irresponsible builders who install poor quality facades. But who does the building's inspection?
Who controls the quality, from the water supply systems, the meters, the safety of the facility from water, the safety of the electricity, from the installations, heating, windows and doors, to the facade that is the "face with makeup", but behind it hides an important point, an essential thing, such as ventilation which ensures that the facility is warm in winter and cool in summer.
Let's look beyond the facade of every other building, as it is an alarm for every object. What materials were used? Who gave the usage permits? The responsibility goes from the inspectorates to the municipalities, and not only Tirana, because this phenomenon is not only in the capital, but is everywhere in Albania, both in the south and in the north.
Everywhere, hundreds of buildings are at great risk due to the granting of certification, approval, and usage permits by irresponsible companies or institutions, and then citizens go and buy a building.
Those who have certified have signed that people can enter and live in the facility, without first checking the standards of water supply, electrical installations, elevators, materials used for construction, even the facade, which in the case of the "Pharmacy 10" facility showed us that there is a great risk to the lives of citizens.
Although fortunately there were no casualties there, elsewhere, if there is no swift intervention and standards are not checked and corrected, and all those who have signed for facades that burn like cardboard are not held legally accountable, there will continue to be a great danger and a total irresponsibility that leads to people's lives being put in question.
From builders, who may be irresponsible, to institutions that are paid by citizens' taxes to guard against irresponsibility, to guard against lack of standards and quality, and to control every builder without exception.
Ultimately, citizens must have a culture of property insurance and not enter and live in buildings that are claimed to be fire-proof or technically unsafe.
So where do they go and where do they live? What do they spend their income on? Why don't they bring those responsible to justice? Why don't they take out insurance to protect their property, which, in fact, may be their greatest asset of a working life?
The responsibility does not lie solely with a builder, but goes to the citizens themselves who purchase the property and to the responsible institutions that grant permission for citizens to live in an unsafe building./ CNA
