Since the Prime Minister's private jet story began, the Directorate of Government Services has been transformed into an extra-budgetary portfolio that spends money secretly and without accountability. The institution seems so badly infected that the thing it knows how to do best is secret contracts, which consume large sums of money.

The most recent case is the tender for the procurement of several accommodation structures in the form of temporary constructions, within the framework of the High-Level Meeting of the European Political Community (EPC), to be held in Tirana on May 16.

On April 10, the Directorate of Government Services announced the winner of the emergency procedure, the company Red Cloud, with a bid of 2.32 million euros.

The entire procedure was conducted in writing. In short, Dhurata Frashëri, the director of Government Services, bargained head-to-head with Klodian Makashi's RedCloud company and successfully closed the deal. Through written negotiations, Ms. Frashëri managed to save citizens 30 thousand euros to 2.35 million euros. Discount 1.2 percent.

But it doesn't end there. The tender was not published at all in the public notices bulletin. Because it was an emergency and had to be closed quickly.

And yet this is not a purchase. The temporary constructions are nothing more than a few containers or fair stands, which will be assembled on Skanderbeg Square, in order for the groups of the European Political Community to work in them. After they finish their activity, the containers will be dismantled again and taken back by the private company. In short, a rental for an activity that will last one day.

The Directorate of Government Services is just one of the extra-budgetary pockets that waste public money on closed contracts. The government has set up several of these, and never before has public money been spent through extra-legal methods like now.

From information technology contracts to defense contracts and the famous Health tenders, secret pockets that siphon off public money without transparency are sprouting everywhere in the country's public apparatus.
