Fiks Fare returned to the issue of reconstruction, where this time the film crew traveled to the city of Kruja. The Kulla family told the investigative show that they own the former City Map, an object that was not damaged by the earthquake.
Adjacent to that building, a 5-story building collapsed after being heavily damaged by the 2019 earthquake. The municipality demolished the damaged palace and the undamaged 2-story building of the Kulla family, without expropriating them first.
"We had this building as a family. We are many heirs. We had a 'mortgage certificate' document but we did not register it. Everyone knew that that building belongs to our family. It was not destroyed by the earthquake, it was destroyed by the Municipality of Kruja" says Leonard Kulla.

He claims that the building with a first floor of 400 square meters and a second floor of 340 square meters, had no damage from the 2019 earthquake.
"There was a 5-story building next door. It was destroyed by the earthquake. When the municipality collapsed, the rubble fell on our building and partially destroyed it. Later, they issued a permit to build a 7-story building on the plot of our building," claim members of the Kulla family.

They further claim that the Municipality of Kruja and the Albanian Development Fund do not even receive the letters for compensation or expropriation for the square meters they had. "They pass the ball to ADF. A 7-story building has been built on that plot of land for reconstruction. After they demolished our building, we also took out the registration in the Cadastre" they conclude.
The "Fiks Fare" group went to the Municipality of Kruja, to ask the mayor of that municipality, Artur Bushi, why he demolished the building of the Kulla family and issued a construction permit on that plot of land. However, neither Mayor Bushi nor the General Secretary of that municipality decided to give explanations, as the employees said that they would provide the information in writing to the editors of "Fiks Fare".

A few weeks after Fiksi went to that institution, the Municipality of Kruja responded that the demolition of the damaged buildings did not violate the rights of the owners who were not expropriated. Regarding the specific case, the municipality says that during the demolition phase of the building with a footprint of 254 square meters, building no. 16 in the Kovaçe district, the same principle was used and only the demolition of the damaged building was carried out. The part of the 2-story building, which was attached to the palace, was not demolished at that stage.
In 2021, says the municipality, the land and the object turned out to be "state" property, and at this stage the 7-story building was designed, part of it on the footprint of the demolished building and part of the land of the former MAPO Industrial Building, with owners claiming to be heirs of the KULLA family.

But how did the palace on the land and the building of the Kulla family come to be? The municipality says that during the approval phase of the construction permit after the application by the design entity contracted by the Albanian Development Fund, it has sent it to the Regional Cadastre Agency in Krujë for an opinion, which has silently approved and subsequently the construction permit has been approved on April 19, 2023. And after that, he demolished the rest of the building.
So the Municipality says that it has been approved silently! However, the Cadastre of Kruja itself on May 23, 2023, after the construction permit was issued, issued a real estate card for the Kulla family. In the description column, it mentions "a 2-story building named 'Mapo Industriale' with a floor area of ??400 m2 on the ground floor, 340 m2 on the first floor.

A nonsense, since on the one hand it is broken by mistake and becomes state property. Then the construction permit is issued on the plot of that building and, after all these actions are done, the Municipality of Kruja has received silent approval. The silence of the Cadastre lasted for 34 days, until it issued a property card for the Kulla family. But it was too late, as not only was it demolished, but a 7-story building began to be built on that plot of land.
In the end, this municipality writes that it has shown maximum responsibility towards the claim of this family and on January 31, 2024, it addressed the Albanian Development Fund and the Ministry of Infrastructure to start the process of expropriation or exchange in an accelerated manner.
