Journalist Klodian Tomorri says that Tirana's incinerator could also be built with classic procurement, that is, with a tender and not with a concession.

But Tomorri declares that Klodian Zoto made a table where he claimed that if the state built it, the Tirana incinerator would cost 148 million euros, while if the concession company built it, it would cost 128 million euros.

According to him, Zoto, in collaboration with Alba Thoma, the legal director of the Ministry of Environment and Etleva Kondi, a member of the Bid Evaluation Commission for incinerators, inserted this table into the government's official report, where it was argued why the incinerator should be built with a concession and not tender.

The journalist points out that by order of Zoto, the Government gave the Tirana incinerator a concession.
