A significant part of the buses that exercise their activity covering over 20 urban lines of the capital operate equipped with licenses granted in flagrant violation of the relevant law. This is due to the non-fulfillment of the conditions imposed by this law, which are mainly related to the technical condition of the buses intended for the transport of passengers.

In a previous article, CNA denounced the provision of miserable conditions by some of the lines, which, contrary to the requirements to merit licensing, offer passengers far from normal conditions. At the center of the published article was the lack of air conditioning. This thing comes from the malfunction of the air conditioners, which some buses have, but, to save fuel, they don't turn them on, and some don't have them, due to the age of the buses and the poor technical condition.

The lack of air conditioners means that travelers suffer the presence of freezing air in winter and scorching air in summer. While the buses of the main lines, in general, offer passengers normal travel conditions, because they operate a fleet of buses within the standards set by Article 9, CHAPTER II of LAW No. 8308, dated 18.3.1998 "Transport of passengers" (FZ no. 8, year 1998), others do not enable this legal obligation. And yet they continue to exercise the activity on a daily basis, they are licensed. The situation presents itself with major problems, especially among the secondary lines, which cover the peripheral areas of Tirana, where the conditions of passenger transportation are scandalous. Are you saying that we are in the century of "chariots" and not in that of the technological revolution.

We emphasize: Although the non-fulfillment of "some special conditions in the road transport of passengers" (as the law formulates), constitutes an obstacle for the exercise of the activity of urban passenger transport, by the licensed companies, they continue to work normally without asking about the fate blackness of travelers, who, in these days with extremely hot temperatures, sweat from head to toe. You are also invited to read the legal guidance that defines the conditions that companies must meet in order to qualify for a license to exercise urban transport activity. Specifically, "Instruction No. 1649, dated 16/08/1999 "On meeting some special conditions in the road transport of passengers". Where in point "B: COMFORT OF TRAVEL", among other conditions, which must be met by buses (which start from the exterior, etc.), there is also point no. 7, which reads: "Urban buses must be equipped with a ventilation and heating system in accordance with those provided for the respective type by the manufacturing plant and in working order...". Conversely, if these conditions are not met, the offenders are subject to punitive measures ranging from fines to license revocation. The above-mentioned lines have long failed to meet the condition of providing comfort, yet they continue to be in torturous service to travelers, who, despite the complaints to the municipality, remain ignored./ CNA.al
