22 million lek stolen from postal pensions in Bilisht/ Korça Prosecution

The Korça Prosecutor's Office is conducting numerous investigative actions against two employees of the Bilisht post office for the criminal offense of 'Theft committed by abuse of office'.

The investigation is related to the theft of funds of 22 million lek by employees P.Sh. and E.Ç. at the Bilisht post office branch.

The Prosecutor's Office at the Court of First Instance of General Jurisdiction in Korça informs the public that, within the framework of a criminal proceeding registered following a report made by the managers of the Korça Post Office, numerous investigative actions have been carried out regarding a suspected case of abuse of public funds at the Bilisht Post Office.

The investigations were initiated after an internal administrative audit, where significant financial discrepancies were found between the actual cash position, the supporting financial documentation and the data reflected in the electronic financial system. Preliminary verifications revealed that during the period October 2025 – January 2026, it is suspected that illegal actions were committed in the administration of cash funds, through the manipulation of payment mandates, interference in financial system data, as well as the irregular administration of accounting documentation.

The investigative material administered to date has identified cases of false reporting of financial data, signing of mandates outside the post office premises, signing of mandates without specific amounts, discrepancies between the amounts actually delivered and those reflected in the documentation, as well as failure to regularly maintain the cash book, including tearing out its pages. As a result of these actions, it is suspected that a considerable amount of economic damage has been caused, which is currently undergoing financial expertise.

In the framework of this criminal proceeding, after conducting investigative actions, the measure of personal security in absentia was initially imposed on citizens P.Sh., responsible at the Vishocica Post Office, and E.Ç, cashier at the Bilisht Post Office Branch. After the execution of this measure and the holding of the hearing for their questioning, the Court decided to extend the measure of personal security "house arrest" against both citizens.

Citizens P.Sh. and E.Ç. are suspected of committing the criminal offense of “Theft committed by abuse of office”, committed in collaboration, as provided for by articles 135 and 25 of the Criminal Code. During the investigation, seizures of financial documentation and electronic equipment were carried out, searches of apartments, inspections of information systems were carried out, and statements were taken from persons involved and persons who have knowledge of the case, while the analysis of the electronic communications administered is also ongoing.

The prosecution is continuing its investigations to fully clarify the suspected mechanism of embezzlement of funds, to determine the role and responsibility of each person involved, as well as to fully document the damage caused.

The prosecution emphasizes that all persons prosecuted enjoy the presumption of innocence until a final decision is issued by the court, while informing the public will continue in accordance with the legislation in force. /CNA
