"Territorialja"/ SP expert: The political debate does not belong to us

At the meeting of the Commission for Territorial Reform, the SP expert, Artan Shkëmbi, responded to the opposition's accusations, saying that experts and not politics should talk about this issue.

According to him, there is still no study evaluating the territorial reform.

“Opozita pretendon se miratimi i reformës është i njëanshëm për arsye politike, që reforma është e dështuar, apo që shpenzimet administrative janë rritur, apo që shërbimet janë përkeqësuar, autonomia financiare e cënuar, kompentencat e bashkive të vogla, banorët janë larguar nga bashkitë për mungesë përfaqësie…etj. Sigurisht ne si ekspertë nuk na intereson të shikojmë me këtë sy se sa këto deklarime i afrohen realitetit dhe sa një pjesë e tyre është deklarim politik. Ne duhet të japim opinionin tonë për këto vlerësime”, është shprehur ai.

Deklarata e plotë:

Nëse miratimi i reformës territoriale u votua në 2014, zbatimi i saj u bë pas zgjedhjeve lokale të vitit 2015. Në qeveri jo rastësisht ekzistonte dhe pozicioni Ministri i Shtetit për pushtetin lokal. Ky institucion u angazhua në ndjekjen e të gjitha zhvillimeve të pushtetit lokal, duke koordinuar të gjitha autoritetet vendase dhe partnere ndërkombëtare në realizimin e një pune konkrete në funksion të reformës territoriale të vitit 2014. Asokohe u krijuan projektet STAR 1 dhe STAR 2.

U vendos buxhet në vitin 2015 për reformën territoriale, e cila u alokua përmes agjencisë për reformën territoriale, duke u angazhuar në mos ndërprerjen e shërbimeve në asnjë prej 61 bashkive të reja që u miratuan nga Kuvendi, duke përgatitur të gjithë proccesin e transferimit dhe zbatimit të ndryshimit të hartës territoriale.

Po ta shohësh procesin e zhvilluar tanimë është i ngjashëm si ai në vitin 2014.

Sot jemi në kushtet kur hedhim hapin e tretë, por ne na mungon hapi i parë dhe i dytë. Kjo pamundëson rishikimin e hartës territorial dhe e kemi të vështirë të gjykojmë se si të ecet më tej. Ne jemi këtu në më shumë se tre muaj. Kemi dëgjuar shqetësimet që ka patur opozita. Janë shqetësimet të natyrshme.

The opposition claims that the approval of the reform is one-sided for political reasons, that the reform has failed, or that administrative expenses have increased, or that services have deteriorated, the financial autonomy is compromised, the competences of small municipalities, residents have left the municipalities due to lack of representation...etc. Of course, we as experts are not interested in seeing with this eye how close these statements are to reality and how much of them are political statements. We must give our opinion on these assessments.

The political debate belongs to you in this regard. What is worth mentioning is that even after 7 years, there is no complete study to evaluate the territorial re-formation, if we had we would have referred to it and there would be no room for debate. /CNA.al
