Mero Baze's attempt to distort Dumani's statement

The Head of the Special Prosecution Office, Altin Dumani, was at the meeting of the Laws Committee, where he reported on the activity of the institution he heads through the Report for 2024. Dumani was asked by Socialist MP Damian Gjiknuri regarding the ban on electronic devices for detainees.

Dumani, in response to the socialist MP's interest, stated that the rule banning electronic devices is not the responsibility of SPAK, but is under the jurisdiction of the Ministry of Justice and the General Directorate of Prisons.

"Regarding the possibility of technical and electronic means in detention, it is not part of our responsibility, but of the Ministry of Justice and the General Directorate of Prisons. The main thing is that the law on the treatment of detainees, the law on the execution of criminal decisions, should be changed. My modest opinion is that it should be changed an hour earlier, to give them this opportunity. Thanks to technology, even on the internet you can limit what they can see and what they can use, no longer a computer there without internet that you can control, but for this a legal change is needed, even though it is not our responsibility", declared Dumani.

The head of SPAK underlined that this law should be amended in his opinion, referring here to VKM 209, dated 4.6.2022, article 26, point 'c' of the General Prison Regulation, which, among other things, underlines that: "In the internal premises of the institution, it is not allowed for prisoners to keep and circulate: c) transmission and communication devices, including mobile phones, their parts and any type of accessories", meaning here also other electronic devices, such as laptops or computers.

Mero Baze, who is known for his constant attacks on SPAK, has attempted to distort this statement by Duman, in the wake of attacks on the justice institution, especially after Erion Veliaj was arrested and placed in the Durrës precinct.

 "Dumani exposed the "Ulsiu regime" in prisons, as the restrictions caused by what is known as the "Ulsiu regime in prisons" have included not allowing the use of computers or laptops in cells, the seizure of work tools that allow digital reading of materials, as well as humiliating lynching in cases of illness or surgical interventions. Being a prisoner and not being able to read your indictment in prison, because Ulsiu does not allow you to have a computer, means that you are faced with an obligation: either you have to pay the prison administration, or you have to make a political bargain with the minister, to create the minimum conditions to read the indictment", - says Mero, among other things, in his latest article. 

In fact, Dumani's statement to the Commission is completely different. Dumani did not speak at any point about not creating the possibility of having a computer or the inability to read the charge in prison. Dumani said that the ban on electronic items is not the responsibility of SPAK, but that the regulation in prisons should be changed, referring here to the 2022 VKM. /CNA
