SPAK passed the file for trial/ GJKKO issues the decision for the three

The Special Prosecution Office against Corruption and Organized Crime has submitted to the Court the request with the object: Trial of the criminal case pertaining to criminal proceeding no. 178, of 2022, against the defendants Shuip Cami, Flamur Kurti and Fluturim Bajrami.

The trial of this case was conducted under the rules of summary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Bib Ndreca, Flora Hajredinaj and Erjon Bani, with decision no. 78, dated 27.11.2025, decided:

The guilty plea of ??Shuip Cam, sentenced to 3 years in prison, which was commuted to 2 years in prison due to the summary trial.

The guilty plea of ??the defendant Flamur Kurti, sentencing him to 8 months in prison due to the summary trial. Based on Article 59 of the Criminal Code, the suspension of the execution of the decision to imprison the defendant Flamur Kurti is ordered, requiring him to maintain contact with the local office of the Tirana Probation Service. The defendant is placed on probation for a period of 16 (sixteen) months, provided that during the probation period he does not commit another criminal offense.

The not guilty plea of ??the defendant Fluturim Bajrami for committing the criminal offense of "Active corruption against persons exercising public functions" provided for by Article 244 of the Criminal Code (before the amendments made by Law No. TIRA43/2021), since based on Article 388, point 1, letter b) of the Criminal Procedure Code, "the fact does not constitute a criminal offense".

Based on Article 389 of the Code of Criminal Procedure, the removal of the security measure "Obligation to report to the Judicial Police" imposed by decision No. 3 dated 15.01.2024, of the Special Court of Appeal for Corruption and Organized Crime is ordered./ CNA
