Journalist Ferdinanda Dervishi has reacted to the appointment of Elona Gogo, sister of Dallandyshe Bici, to the position of Director in the Directorate of Programming and Databases, in the IT Department of the State Police.

Dervishi says that the newly appointed was taken under investigation by SPAK, on ??26.09.2019, under the charge of "violation of the equality of participants in public tenders or auctions".

According to the journalist, she does not have the relevant education for her new job, moreover, the Law on the State Police, article 40, point 1/b, prohibits her from being appointed to the State Police because she has left the civil service.

After directing the 20-hour intervention in the Police TIMS system, the Minister of the Interior Taulant Balla and the General Director of the Police, Muhamet Rrumbullaku, continue with the challenge to the Special Anti-Corruption Prosecutor's Office (SPAK).

On November 3, 2023, with accelerated proceedings, they appointed Ms. Elona Gogo.

The newly appointed was taken under investigation by SPAK, on ??26.09.2019, under the charge of "violation of the equality of participants in public tenders or auctions". According to the charge of SPAK, Mrs. Elona Gogo, former chairman of the bid evaluation commission, contrary to the law, disqualified the company "Gjoka Construction" sh.a. from the competition, favoring the winning company.

The first session in the Special Court of First Instance for Corruption and Organized Crime took place on 07.06.2023. Prosecutors Altin Dumani and Elvin Gokaj represented the prosecution.
Ms. Elona Gogo is the last manager in line to join a "new team", which, according to a public statement by Minister Balla, dated August 30, 2023, "has undertaken a complete change in the way of technical administration and security..."

The members of Minister Balla's "new team" are: Ervin Muço, illegally appointed to the position of Director of the Information Technology Department and promoted, contrary to the Law on Grades, to "Senior Director".

In this task, Ervin Muço came after the exploits of the leakage of data of Albanian citizens from the database of the General Directorate of Taxes, event of 2021, where he was taken "under investigation in a free state".

Even after being appointed to the top of the State Police dome, on August 3, 2023, Ervin Muço would be caught red-handed illegally interfering with the TIMS database, a scandal that is now officially investigated by the Prosecutor's Office of Tirana.

Another member of the "new team", appointed with the signature of Minister Balla, is Mrs. Ervina Gjana, the Director of the Directorate of Anti-Cybercrime, was also brought to this post illegally, without relevant education and moreover with past problems.
Ms. Gjana was criminally charged in 2014 for "property theft", specifically for embezzling the hard drive of a personal computer, while he was an IT specialist in the IT Directorate at the General Directorate of the State Police.

Following the siege of the secret information sector of the Police with characters of the same cut, the last directorate that was left without control, that of Programming and Databases, in the IT Department of the State Police, was entrusted, on November 3 2023, Mrs. Elona Gogo.

Surprisingly, like Ms. Ervina Gjana and Gogo do not have the relevant education for the new workplace, moreover, the State Police Law, article 40, point 1/b, prohibits her from being appointed to the State Police because she has left the civil service.

But the appointment, in the important post of controlling secret information of the police, of a character taken as a defendant by SPAK, constitutes in itself an open and extremely bold challenge to SPAK. In addition, one of the prosecutors, who sent the case to the trial in charge of Mrs. Gogo, is the head of the Prosecution himself, Mr. Altin Dumani.

PS: Not by chance Mrs. Elona Gogo is the sister of Mrs. Dallandyshe Bici, General Director of the State Cadastre Agency.
