SPAK sends Ervis Martinaj, Florenc Çapjan and the Çela brothers

The Special Prosecution Office has concluded the investigations and sent Suel Çela and his group for trial, within the framework of the "Golden Bullet" case.

Talo Çela, Suel Çela, Ervis Martinaj, Florenc Çapjas and others are charged with premeditated murder, illegal possession of weapons and providing means and conditions for murder.

The Special Prosecution Office against Corruption and Organized Crime completed the investigations related to criminal proceedings no. 75/7 of 2022 and filed the request for trial against the defendants;

Suel Çela (Marjus Lulaj), Talo Çela, Eljo Bitri, Festim Qoli, Agron (Kamber) Mehja, Abedin Mama, Aleks Çela, Florenc Çapia, Ervis Martinaj, Alket Xhixha and Elvin Merlika – who through interaction in the special form of cooperation in a 'Structured Criminal Group'*, committed the criminal offenses listed below:

Defendant Suel Çela (Marjus Lulaj) – Accused of the criminal offense of “Premeditated Murder”, attempted against the citizen, Lulzim Masha, on 18.01.2022, at around 09:40, on “Hiqmet Buzi” street, near the Artificial Lake (Tirana) and the criminal offense of “Illegal Possession and Production of Weapons, Explosive Weapons and Ammunition” as well as that of “Providing Means and Conditions”, to kill the citizen, Kastriot (Elton) Kilen, on 29.03.2022, in Elbasan.
Defendant Talo Çela – Accused of the criminal offense of “Premeditated Murder” of Fatmira (Habili) Dedaj, on 14.09.2013, at around 13:30, in neighborhood no. 4, in the garage of a building in Durrës and the criminal offense of “Unlicensed production, possession, purchase or sale of cold weapons”, that of “Premeditated murder”, (remaining in the attempt) of Arben Islam Çeta, on 14.11.2013, at around 22:00, in the parking lot of the bar-restaurant 'Balla', in Labinot-Fushë (Elbasan) and the criminal offense of “Unlicensed production and possession of combat weapons and ammunition”.
The murder in qualifying circumstances of the citizen, Andi Zylyfi and the injury of Ardit Uruçi, on 13.12.2019, at 18:36, on the Peqin-Elbasan national road and the criminal offense of “Unlicensed possession and production of weapons, explosive weapons and ammunition”;
Theft of the apartment of the citizen, Hamit Haxhiu, on February 11, 2013, at around 04:45, in the popular neighborhood (Shijak);
Theft of the property of the citizen, Xhemali Liçi, on December 19, 2012, in the 'Kala' neighborhood, in the city of Elbasan and "Unlicensed production and possession of weapons and ammunition".
Theft of the property of the citizen, Lirak Bajraktari, on February 22, 2011 at around 08:00, in Elbasan;
Theft of the property of the citizen, Skënder Rroshi, on April 28, 2011 in neighborhood no. 4, Kavajë;
Theft by force of the property of the citizen, Astrit Ademi, on 31.05.2013, at around 15:10, in the village of Marikaj (Vorë);
Theft by force of the apartment of the citizen, Hamdi Sharka, on 04.2017, in the village of Polizhan (Berat).
Defendant Eljo Bitri – Accused of the criminal offense of “Destruction with explosives of property” (first floor of a residential building) of the citizen, Mustafa Subashi, on 29.01.2020 at around 20:45, near the Colombo disco (Teuta sector), Durrës, as well as for the criminal offense of “Unauthorized possession and production of weapons, explosive weapons and ammunition”.
Murder in qualifying circumstances of citizens; Dorian Shkoza and Anxhelo Avdia, on 02.03.2020, at 19:00, in neighborhood 14, Durrës and the criminal offense of “Illegal possession and production of weapons, explosive weapons and ammunition”.
The premeditated murder of citizen, Emiljano Ramazani, on 20 July 2020, in neighborhood 28 Nëntori, Elbasan and “Illegal possession and production of weapons, explosive weapons and ammunition”.
Dhunën e ushtruar ndaj shtetases, Blerta Bengasi, ngjarje e ndodhur më datë 30.01.2020, rreth orës 11:30, në rrugën Mihal Grameno, Tiranë.
Vjedhjen me dhunë të banesës së shtetasit, Hamdi Sharka, më datë 04.2017 në fshatin Polizhan (Berat) si edhe “Sigurimin e kushteve dhe mjeteve materiale” për të kryer vrasjen e shtetasit Sokol Sanxhaktari, para datës 30 Korrik 2020, në Elbasan.
I pandehuri Festim Qoli – I akuzuar për veprën penale të “Vrasjes me paramendim” të Fatmira (Habili) Dedaj, më datë 14.09.2013, rreth orës 13:30, në lagjen nr. 4, në Durrës, në garazhin e një pallati dhe për veprën penale të “Prodhimit, mbajtjes, blerjes apo shitjes pa leje të armëve të ftohta”.
Vrasjen me paramendim të shtetasit, Elvis Dedaj, më datë 05.06.2012, në orën 17:58, në lagjen nr.13, Durrës, tek hyrja e Restorantit ‘Xhenova’ dhe atë të “Mbajtjes pa leje dhe prodhimit të armëve, armëve shpërthyese dhe municionit”,
Dhunën e ushtruar ndaj shtetases, Blerta Bengasi, më datë 30.01.2020 rreth orës 11:30, në rrugën Mihal Grameno, Tiranë.
“Shkatërrimin me eksploziv të pronës” së shtetasit, Mustafa Subashi më datë 29.01.2020, rreth orës 20:45, kati i parë i një ndërtese të banuar në afërsi të disko Colombo (sektori Teuta), Durrës dhe “Mbajtjen pa leje dhe prodhimin e armëve, armëve shpërthyese dhe municionit”.
I pandehuri Agron (Kamber) Mehja – I akuzuar për veprën penale të “Vrasjes me paramendim” (e mbetur në tentativë) të shtetasit, Arben Islam Çeta, më 14.11.2013 rreth orës 22:00, në shesh- parkimin e bar restorant ‘Balla’, në Labinot- Fushë (Elbasan) si dhe “Prodhimin dhe mbajtjen pa leje të armëve luftarake dhe municionit”.
I pandehuri Abedin Mama – I akuzuar për veprën penale të “Vrasjes në rrethana cilësuese” të shtetasit, Andi Zylyfi dhe plagosjen e shtetasit, Ardit Uruçi, më datë 13.12.2019, rreth orës 18:36, në rrugën nacionale Peqin-Elbasan dhe “Mbajtjen pa leje dhe prodhimin e armëve, armëve shpërthyese dhe municionit”.
I pandehuri Aleks Çela – I akuzuar për veprën penale të “Vrasjes me paramendim” (e mbetur në tentativë) të shtetasit, Arben Islam Çeta, më 14.11.2013 rreth orës 22:00, në shesh-parkimin e bar restorant ‘Balla’, në Labinot- Fushë (Elbasan) dhe “Prodhimin dhe mbajtjen pa leje të armëve luftarake dhe municionit”.
I pandehuri Florenc Çapia – I akuzuar për veprën penale të “Sigurimit të kushteve dhe mjeteve materiale” për të kryer vrasjen e shtetasit, Sokol Sanxhaktari, para datës 30 Korrik 2020, në Elbasan.
I pandehuri Ervis Martinaj – I akuzuar për veprën penale të “Sigurimit të kushteve dhe mjeteve materiale”, për të kryer vrasjen e shtetasit, Indrit Dokle, në muajt Prill-Maj të vitit 2022, në Tiranë.
I pandehuri, Alket Xhixha – I akuzuar për veprën penale të  “Sigurimit të kushteve dhe mjeteve materiale”, për të kryer vrasjen e  Indrit Dokles, në muajt Prill-Maj të vitit 2022, në Tiranë.
Defendant Elvin Merlika – Accused of the criminal offense of “Providing the conditions and material means” to commit the murder of Indri Dokles, in April-May 2022, in Tirana.
Within the framework of this criminal proceeding, investigations continue to be conducted to document the collaborative activity of other persons involved in these criminal events and others recently identified.
