Of the 1,316 job positions monitored as part of the work process of the Commissioner for Civil Service Oversight, it was found that 38% of them were filled in violation of the law.

The annual report of this institution sheds light on some of the main developments in the administration regarding the hiring, dismissal or career movement of employees.

Specifically, the Commissioner monitored 15 municipalities during 2024 where at least 118 of the jobs were vacant and 744 were filled in accordance with the procedures set out in the law, which constitute 9 percent and 57 percent of them, respectively.

"In these institutions, 338 cases of employees who were appointed to the civil service according to the relevant procedures provided for in the law have been checked and it turns out that 239 of them are at the executive level, 98 cases at the low and middle management level and 1 case at the high management level. According to the statistics recorded above, it has been found that in 22 cases the parallel movement procedure was applied and in 89 cases the promotion procedure was applied, of which in 47 cases with candidates from the civil service system and in 42 cases with other candidates who are not part of the system.

It is noted that the waiting list, created after the completion of the civil service admission procedure at the executive level, with competitors who have obtained the necessary level of points, but who cannot be appointed because there is no job position, was applied in only 6 cases," the Commissioner's report states.

The same report assesses that, with regard to recruitment, deficiencies have been noted in the documentation that the candidate must submit during the application to participate in the competition. Likewise, deficiencies in the documentation that proves the implementation of the competition phases or in the documentation that materializes the activity of the bodies that carry out the recruitment process.
