13 driving schools in Tirana are suspended/ DPSHTRR found irregularities

The General Directorate of Road Transport Services has suspended the activity of 13 driving schools for an indefinite period.

DPSHTRR has suspended the activity of another 10 driving schools for 30 days, as they had irregularities.

As part of the measures, DPSHTRR has proposed to the National Business Center the removal of licenses for 3 of them.

Also, it has requested the removal from duty of a patent sector manager, prohibition of practicing the profession for 2 driving school instructors and a severe disciplinary measure for 1 vehicle registration specialist for violations in the issuance of traffic permits.

Notice of DPSHTRR:

DPSHTRR, following the commitment to the protection and standardization of the market of driving schools, based on the annual program of DPSHTRR for the supervision of the Driving License sector, after the exercise of control in driving school subjects, presents the result of the Technical - Administrative Control:

- 13 driving schools suspension of activity! 10 1-month activity suspensions!

- 3 proposals for the removal of the Driving School License at the CKB!

- Proposal for removal from office for 1 Driver's License Sector Manager, Tirana!

- Professional practice ban for 2 driving school instructors!

- Severe disciplinary measure for 1 Vehicle Registration Specialist, Tirana, for violation in issuing the Driving Permit for 1 Driving School vehicle!

The results of the follow-up control exercised by DPSHTRR in 70 driving school subjects in Tirana District, for the months of April-May 2023, where 66 subjects were found with 185 cases of deficiencies, of which 53 subjects corrected their position before the law within the deadlines; 270 Driving School vehicles were checked, of which 68 were found with irregularities!

Main shortcomings:

Hours not posted;

Regulations not updated;

Misinformative table! The driving school advertises for the Driving License category, which is not licensed as an activity;

Theory/practice records not updated;

Amza not registered with DRSHTRR;

Classes not equipped with computers according to the criteria;

Non-standard driving school vehicle plates;

Untidy/dysfunctional environment;

Expired vehicle and instructor authorizations;

Technical irregularities in the tools.

DPSHTRR, following the commitment to the protection and standardization of the market of driving schools, guarantees that no entity will be allowed to operate in violation or contrary to the law!

The list of every registered employee, for social security verification, and the number of registrations, for anti-evasion control, for all active driving schools in the country (341 entities currently) was sent to the General Directorate of Taxes!

Also, as part of the commitment to the field monitoring of the Driving School market, the data of every entity that exercises activity was sent to the Competition Authority!
