The responsibilities that Arbjan Mazniku will have as Minister for Local Government

The Council of Ministers in the meeting organized this Wednesday, October 4, 2023, has determined the area of ??state responsibility of the Minister of State for Local Government.

Responsibilities will be as follows:

1. The Minister of State for Local Government coordinates the work for the drafting of policies and the preparation of legal and by-laws related to the activity of local self-government units.

2. The Minister of State for Local Government, within the scope of his responsibility, exercises the following powers:

a) Follows the drafting and implementation of the general state policy in the field of decentralization and local self-government;

b) Coordinates the work for the proposal, improvement and drafting of legal and sub-legal draft acts in the field of decentralization and local self-government, as well as gives an opinion on draft acts that deal with issues related to local self-government units;

c) Supervises the work for monitoring the implementation of the Intersectoral Strategy for Decentralization and Local Self-Government, as well as the relevant action plan;

ç) Represents government policies in the field of local self-government and coordinates work with international organizations and partners that support the development of local self-government units;

d) Directs and coordinates the work between the structures set up in the framework of inter-institutional relations with local self-government units and associations of local elected officials;

dh) Cares for the fulfillment of obligations, as well as monitors and coordinates the measures, which flow within the process of integration into the European Union and international agreements, as far as they are concerned with local self-government;

e) Ensures the creation and administration of a unique national system, with the aim of monitoring and implementing the delegated functions of local self-government;

ë) Coordinates and supports the work of responsible bodies in the function of implementing state policies in the field of regional development and cohesion, in accordance with the relevant legislation;

f) Kryen edhe funksione e veprimtari të tjera brenda fushës së përgjegjësisë, që i ngarkohen në përputhje me ligjin, marrëveshjet ndërkombëtare, vendimet e Këshillit të Ministrave dhe urdhrat e Kryeministrit apo që nuk i janë ngarkuar specifikisht një organi apo institucioni tjetër shtetëror, por kanë të bëjnë me vetëqeverisjen vendore.

3. Ngarkohet ministri i Shtetit për Pushtetin Vendor për zbatimin e këtij vendimi.

Ky vendim hyn në fuqi menjëherë dhe botohet në “Fletoren zyrtare”.
