The Public Procurement Commission (KPP) is the institution that examines complaints about public procurement procedures, concessions/public private partnerships and public auctions.

This commission has the status of an independent institution, which is financed from the state budget, but what happens is that the KPP has turned into a band of thieves where corruption boils.

The Public Procurement Commission is turning a blind eye and a deaf ear by reversing final decisions for various entities in exchange for percentages.

The way KPP operates is this.

Various entities complain that they have to pay a percentage of 5-10% even if they are regular and have all the documentation in accordance with the law. 

The same thing happens with irregular winners that are problematic. These entities must pay a percentage of around 10-15%.

Various entities complain that the KPP narrows the loop to pay percentages or through final decisions reverses everything by not awarding tenders to bidders.

In this way, this institution, which is financed by the state budget, certifies theft through percentages from different subjects.

The fact that there are complaints from subjects, who talk about numbers, amounts, fees and fines speaks volumes.  It only shows the fact that we are dealing with a bunch of thieves in the PP Pyramid.
