Tomorrow, the match Albania-Czech Republic/ State Police presents the plan of

State Police, action plan for the international football match Albania - Czech Republic.

The plan of measures foresees the tasks that will be performed by all structures, with the aim of guaranteeing order and public safety before, during and after the international football match between the teams of Albania and the Czech Republic, which will take place on October 12, 2023, in at 20:45, at the "Air Albania" stadium.

Relying on the positive experience for planning, organizing and managing the situation of order and public safety during the development of international football matches, the measures taken by the State Police are as follows:

-Escorting and securing the football players of the Czech football team from Rinas airport

at the hotel, at the stadium and on the way back to Rinas;

-Escorting and securing the football players of the Albanian football team at the stadium;

- Carrying out a detailed check on the stadium premises and inside the stadium, for unauthorized persons, prohibited items and substances, before the fans enter;

- Organization of services to guarantee public order before, during and after the end of the football match, not only near the stadium, but also the control of the territory in the whole city of Tirana;

- Ensuring emergency service routes;

- Road traffic management in the city of Tirana, before, during and after the football match.

In order to guarantee security before, during and after the development of this international match, it has cooperated with all the institutions that have a role in the smooth running of this activity, among which we mention:

• Albanian Football Federation;

• Municipal Police;

• Fire Service;

• Private security companies (stewards and security personnel);

• Hospitals, health centers and first aid centers.

-Also, contacts have been established and cooperation is underway with the staff of the service

security of the Czech Republic football team, in view of increasing security standards before,

during and after the development of this international match.

Për mbarëvajtjen e këtij aktiviteti, si dhe për të lehtësuar qarkullimin e automjeteve në qytetin e

Tiranës, gjatë datës 12 tetor 2023, nga ora 15:00, deri në përfundim të ndeshjes, nga Policia e

Shtetit, në bashkëpunim me bashkinë e Tiranës, do të aplikohen kufizime të qarkullimit të

mjeteve në disa akse rrugore në afërsi të stadiumit.

Rrugët që do të jenë të bllokuara:

-bulevardi “Dëshmorët e Kombit”, 20 m mbi urën e Dajtit;

-rruga “Papa Gjon Pali II”;

-rruga “Dervish Hima”, pranë ambasadës së SHBA-së;

-rruga “Asim Zeneli”, pranë ambasadës së SHBA-së”;

-rruga “Themistokli Gërmenji”;

-rruga “Ismail Qemali”, te kryqëzimi i liceut;

-rruga “Mustafa Matohiti”, pranë shkollës “Kosova”;

-rruga “Jul Variboba”, pranë postës;

-rruga “ Lekë Dukagjini”, pranë ish-Gardës së Republikës;

-rruga “Avdyl Frashëri”, pranë kryqëzimit të Librit Universitar.

Në zbatim të planit të masave, punonjësit e Policisë së Shtetit do të ushtrojnë kontroll të imtësishëm ndaj tifozëve, para futjes në stadium, me qëllim parandalimin e futjes në stadium, të banderolave me përmbajtje raciste, të fishekzjarrëve, flakadanëve, lëndëve piroteknike, monedhave metalike, çadrave, çakmakëve, karikuesve të celularëve, mjeteve/produkteve për përdorim kozmetik dhe sendeve të tjera të forta, të rrezikshme për jetën dhe shëndetin e pjesëmarrësve.

Me këtë rast, informojmë shtetasit shqiptarë dhe të huaj, se në bazë të Kodit Penal të Republikës

së Shqipërisë, veprimet e dhunshme në aktivitetet sportive, si hyrja në fushën e lojës gjatë kohës

së zhvillimit të aktivitetit sportiv nga persona të paautorizuar, përbën kundërvajtje penale dhe

dënohet me gjobë nga 50 000 deri në 100 000 lekë. Kur nga kjo vepër, ka ardhur pengimi i

zhvillimit normal të aktivitetit sportiv, dënohet me gjobë ose me burgim deri në tre muaj.

Hedhja e sendeve të forta në fushën e lojës ose mbi masën e njerëzve, mbajtja apo përdorimi i

lëndëve piroteknike, fishekzjarrëve, flakadanëve, gjatë zhvillimit të një aktiviteti sportiv,

dënohen me burgim nga gjashtë muaj deri në tre vjet.

Legjislacioni penal shqiptar e konsideron vepër penale goditjen apo çdo vepër tjetër dhune ndaj

sportistit, trajnerit, arbitrit, ndërmjetësit sportive, për shkak të veprimtarisë sportive, nga persona jashtë kësaj veprimtarie, vepër penale që dënohet me burgim nga një deri në tre vjet.

Po kjo vepër, kur kryhet në ambiente sportive, më shumë se një herë, apo nga drejtues apo

anëtarë të klubeve sportive, dënohet me burgim nga një deri në pesë vjet.
