The agreement between Albania and Great Britain for the transfer of convicted persons continues to be only a paper policy.

In reality, the inhumane conditions of Albanian prisons make such an agreement impossible.

This is proven by the case made public in the British media where it is said that the High Regional Court of Karlsruhe (OLG) classified the extradition of an Albanian from Great Britain to Albania as "currently unacceptable", due to the conditions of the prison.

Jan-Carl Janssen, the Freiburg lawyer who fought for the decision, believes this is the first such decision in Germany.

The Albanian was in prison for cocaine trafficking

The case decided by the High Regional Court involved an Albanian living in Great Britain. The police accused him of drug trafficking on a large scale, and he was caught with five kilograms of cocaine. He is also said to have laundered money in the amount equal to 384 thousand euros. There was a warrant for his arrest from Westminster Magistrates' Court.

The Albanian came to Germany because his fiancée lived here and was seriously ill. German police temporarily arrested him on December 28 last year and the man ended up in custody pending extradition.

Attorney Janssen is actually a criminal defense attorney and not an extradition specialist. Janssen studied partly in Glasgow and later wrote his dissertation on "The development, practice and criminal policy background of the penal system in England, Wales and Scotland in a national and international comparison".

The Albanian was released from custody and is awaiting extradition./ CNA
