SPAK announced the arrest of a former deputy minister and a businessman and several other officials in connection with the sterilization concession.

But no one explains where the problem lies, the affair, the corruption, the violation of the law with this concession, which is claimed to be over 100 million euros.

There are some facts!

First, to the amount used. So, the total value of the concession and the reimbursement that the state budget makes every year.

Second, to the cost of each unit used in the case of sterilization, as a service provided to doctors.

Thirdly, the price difference created by these instruments and their different levels.

To be clearer to the reader, we must understand that the sterilization concession had to do with the equipment used by the doctors, the dress up to the room and the tools they use in surgery.

In every country of the world, sterilization is used with different price levels for the units of use, since it cannot be used, say, a set of 300 euros in every case of surgery, but there are first, second, third and fourth level.

So, from a lower level, to a little more expensive, to an average or to a full one, what a doctor needs when he enters the operating room, from his clothes to the instruments he uses.

There was only one award in Albania. Full price.

So, even for an intervention on a finger or for a small stitch that required the use of several tools, for an intervention of the most minimal, the bill was complete.

On the other hand, the issue is related to the amount of reimbursement that was made to the company. This by calculating the units of use, i.e. the instruments and quantities they used.

The price could be 100 lek, let's take it as an example for 10 units, but it cannot be the same price when you use 100 units.

So everything must have a ceiling, there must be a limit.

You can't make a "pay per use" contract, which has no ceiling, that is, no end, since the company that has the concession continues and puts them into use with so and so and puts dozens of them into use. million euro bill to the state budget.

But the state budget is not a bag that concessionaires can rob by fictitiously reporting or lying with instruments about the amounts of their use or the types of their level of use.

Here is the abuse. So, if the state budget had to pay 500,000 euros per year or 1 million euros per year for sterilization instruments, this should be the amount that the state paid and the concessionaire should meet within this value all the needs based on the levels various instruments or sets that doctors needed.

So, this did not happen.

The amount was open, the levels were missing and it was requested until a few years ago that millions and millions of additional euros be paid.

Then there was a negotiation and a second subcontract was prepared, a rearrangement which is stated to have been done with 2 or 3 levels.

But from the beginning of the concession until that second moment and continuing, the problem has been abuse, it has been with the amount, with the difference in the type of use, that is, of the levels from the first level to the lowest levels, of which were not defined and these created room for abuse, since there was no ceiling for the concession, which was stated at this value and not more than that.

This allowed the concessionaire to capture large values ??and create abuses and, as SPAK has also expressed, there is corruption in this affair that is still trying to be kept lower, at the levels of officials than it really belongs to, starting with the first signatory Ilir Beqaj and the former Minister of Finance, Shkëlqim Cani, who, as we have pointed out, at first said "no", but then signed "yes" for everything he had in hand.

He is seen as the main man who put his name on most of the concessions made in Albania during the Rama government./ CNA
