The head of SPAK, Altin Dumani, is reporting to the Law Commission on the work of the Special Prosecutor's Office during 2023.
Dumani has reported on corruption saying that corrupt actions use procedures that legalize benefits from public funds and services while masking their criminal nature.
The head of SPAK said that this often happens in an organized manner involving the use of legal entities that benefit from public funds and that often change shareholders or trading names and fragment transactions using accounts registered abroad or in offshore jurisdictions.
"As far as corruption is concerned, SPAK's investigations during 2023 show that corruption refers to apparently legal actions aimed at illegal gain. Corrupt actions use procedures that legalize benefits from public funds and services while disguising their criminal nature.
This often happens in an organized manner, including the use of legal entities that benefit from public funds and that often change shareholders or trading names and fragment transactions using accounts registered outside the country or in offshore jurisdictions," said Dumani./ CNA
