The Office of the Commissioner for the Right to Information and Protection of Personal Data carried out administrative investigations on its own initiative in secondary education institutions, as one of the sectors that, in terms of the legislation in the field of personal data protection, carries out processing processes considerable. This activity was spread across the country, in the cities of Tirana, Durres, Vlora, Fier, Elbasan, Lushnja, Korça, Gjirokastra, Shkodra and Kukës, where 16 general public and 4 private secondary schools were involved.

At the end of this process, the Commissioner's Office came out with the " Unifying Recommendation on compliance with legal obligations in the framework of the protection of personal data for controllers of higher secondary education" .

In this act, a number of issues have been identified to be addressed by the responsible educational institutions regarding the legality of the processing, security and preservation of the confidentiality of personal data, especially when using social networks and technological platforms. Special care must be taken with the personal data of children/students under 18 years of age (minors), to avoid the serious consequences that may arise due to the online publication of their data.

In parallel with this commitment, the Commissioner's Office undertook the initiative of drafting the Training Module "On the protection of personal data and privacy while surfing the Internet". This document will serve teachers and students about how to use social networks, the care that should be taken to protect privacy, the importance of online security and the protection of personal data from the dangers encountered on the Internet. The Training Module has taken into consideration the best international practices in this regard, as a contribution and concrete proposal of the Commissioner's Office for its integration into the educational curriculum, in close cooperation with the respective institutions of this system.

For the presentation of the findings of the Unifying Recommendation and the Training Module, the Office of the Commissioner in cooperation with the Office of the Presence in Albania of the Organization for Security and Cooperation in Europe (OSCE), developed the closing activity of this initiative. With a wide participation of leaders, teachers, psychologists, parents and students, in this meeting the importance of interaction between all actors and factors was emphasized in the function of the common mission, the highest quality education of the young generation. The Commissioner's Office assesses that the development of such initiatives affects the promotion of a society that holds as essential values ??the guarantee of basic human rights and freedoms with the most contemporary standards and their exercise with integrity in practice.
