The Head of the General Prosecutor's Office, Olsian Çela, reported today to the Assembly regarding the work and activity of the institution he heads.
Among other things, Çela also focused on statistics on criminal offenses of intentional crimes against life, as a worrying trend has been observed for these crimes.
Çela said that according to the data, the highest number of proceedings registered for crimes against life committed intentionally is in Tirana, registered respectively about 30% of the total, Korça 12%, Durrës 10%, Fier and Lezhë 8%, Elbasan 6%, Vlorë 5%, while it is noted that the lowest number of proceedings registered is in Dibër, with about 1%.
"Referring to statistical data, for the criminal offense "Domestic Violence", provided for by Article 130/ai of the Criminal Code, there is an increasing trend for the year 2024, as 1656 criminal proceedings were registered, with 1238 defendants or an increase of 18.62% of proceedings and an increase of 14.84% of defendants registered compared to 2023. 1124 proceedings were sent for trial with 1194 defendants, or an increase of 12.85% of proceedings and an increase of 13.93% of defendants sent for trial, compared to 2023.
The effectiveness of criminal prosecution in conducting investigations and prosecution for the criminal offense of domestic violence in 2024 is high, with evidence that we have an increase of 12.85% of proceedings sent for trial compared to 2023, while the ratio of cases sent to court is much higher compared to those dismissed (79.45% sent to court and 20.55% dismissed).
Regarding the tightening of the criminal policy for the criminal offense of "Domestic Violence" under Article 130/ai of the Criminal Code, statistical data shows that the prosecutor's requests regarding security measures are strict, with 88.86% being requests for security measures with arrest, which represents an increase compared to 2023 where requests for arrest were at the rate of 87.35%.
Regarding the reasons for the increase in the number of proceedings, it is difficult to determine whether this has come from a trend of increasing violence phenomena in general, or from an increase in victims' awareness and their trust in the justice system to report cases.
A worrying upward trend has been observed in intentional crimes against life. The crime rate per 100,000 inhabitants for these groups of offenses in 2024 is 14.7, while in 2023 it was 10.5. The highest number of proceedings registered for intentional crimes against life is in Tirana, registered respectively about 30% of the total, Korça 12%, Durrës 10%, Fier and Lezhë 8%, Elbasan 6%, Vlorë 5%, while it is noted that the lowest number of proceedings registered is in Dibër, with about 1%.
There is a significant increase in intentional homicides. The specific weight of this criminal offense in the group of criminal offenses "Crimes against life committed intentionally" for 2024 is 12.46%, while in 2023 it was 4.83%. In 2024, 44 proceedings were registered for this offense, which constitutes an increase of 3.14 times compared to 14 proceedings registered in 2023.
"There has also been a strong upward trend in the criminal offense of "premeditated murder", as 31 criminal proceedings have been registered, compared to 15 proceedings registered in 2023, which constitutes a 2-fold increase," Çela reported. /CNA
