The Judicial Appointments Council has not conducted a full verification of the decriminalization of at least 12 candidates for the Constitutional Court during 2025.

This serious fact is mentioned in the Prosecutor General's Report on the State of Crime for last year.

In the section related to the results of the integrity verification process of senior officials, it is stated that the KED has forwarded a request for the verification of candidates, but without accompanying it with the relevant documentation.

Furthermore, as stated in the document signed by Chief Prosecutor Olsian Çela, "The Judicial Appointments Council did not address the identified shortcomings, even after written communication."

The main responsibility falls on the chairman of the KED for the past year, Sokol Sadushi, who is also the chairman of the Supreme Court.

The data forwarded by the Prosecutor's Office to Parliament further adds to the doubts about a process with many questions, followed and developed by Sadushi, to fill two vacancies, created by the departure of the former president, Holta Zaçaj, and the resigned judge, Elsa Toska.

During Sadushi's leadership, the Judicial Appointments Council was placed on a strong collision course with the Constitutional Court, but also with the Parliament of Albania. Through extra-legal mechanisms, but also public pressure, Sokol Sadushi managed to unconstitutionally terminate the terms of two judges.

Also, Sadushi, during his mandate at the head of the Judicial Appointments Council, urged the President of the Republic, Bajram Begaj, to initiate the anti-constitutional procedure for declaring the full 9-year mandate of Judge Sonila Bejtja as temporary, a process that was finalized in October 2025.
