The actual budget, the government paid 108 million euros for concessions in 2022

Concessions or public private partnerships have received from the state budget in 2022 a full 12.64 billion ALL or about 108 million euros. The actual budget of 2022, already submitted to the Assembly by the Ministry of Finance, has the shortened progress of these contracts, but is not accompanied by the detailed annual performance report of these contracts (or at least until the moment of publication of this news the report had not yet been made public).

According to Finance, at the total level, it results that: For the year 2022, there are 11 concessionary contracts/PPP with budget support. Actual payments have been made for all concessionary/PPP contracts with budget support. The budget funds planned for 2022, according to the amended annual plan, with the destination of budget support for concessionary/PPP contracts, result in about ALL 12.71 billion. The actual payments for the year 2022, in total, resulted in about 12.64 billion ALL or 99.5% of the 2022 annual plan, as amended.

The same summary underlines that the fiscal rule has been respected that the budget support dedicated to these contracts is below the limit of 5 percent of actual tax revenues.

"The allowed limit of net payments for concession contracts/PPP, of 5% of the actual tax revenue of 2021, is estimated at about 23.78 billion ALL. Referring to the table below, the net annual payments made (actual) by the general government units, for the concessionary/PPP contracts with budget support, resulted in about 12.64 billion ALL. Consequently, in the 2022 budget, the above-mentioned legal limitation has been respected in implementation of the respective fiscal rule, since the realized value of about 12.64 billion lek, for the annual net payments of concession contracts or PPP, for the year 2022, constitutes only 2.66 percent of the total actual tax revenues of 2021, of about ALL 475.61 billion," says the actual budget report.

PPP contracts and funds

But what are the contracts that have received budget support during 2022?

Referring to the table published in the actual budget report, the first contract is that of the Fier incinerator, "Construction, operation and transfer of the incinerator for the processing of urban waste of the Fier Municipality" with an amount of 376 million ALL collected in 2022.

The "Improvement, Construction, Operation and Maintenance of Arbri Street" contract received 2.9 billion ALL.

The contract "For the construction, improvement, use, maintenance and rehabilitation of the Milot - Morina highway" has benefited 740 million ALL.

The contract "Improvement, Construction, Operation, Maintenance of the Yacht Port - By Pass Orikum - Dukat (Saint Eliza Bridge)" benefited 224 million ALL.

The contract "Financing, establishment and operation of the scanning service of containers and other vehicles in the Republic of Albania" has benefited ALL 1.9 billion.

The contract "For the package of basic medical control services (Check-up)" benefited 876 million ALL.

The contract "Concession/PPP (Offering customized set of surgical instruments, disposable sterile medical material in surgical rooms, treatment of biological waste and disinfection of surgical rooms)" has benefited 1.69 billion ALL.

"Concession/PPP (Dialysis service provision)" contract, 802 million ALL.

Contract "Providing hospital laboratory services" 1.6 billion ALL.

The contract "For the Improvement of the Educational Infrastructure in the Municipality of Tirana "For the Design, Financing, Construction, Furnishing, Maintenance, Supervision and Inspection of five educational facilities in Tirana Zone 1" has benefited 395 million ALL.

Contract "Construction of Landfill, incinerator and rehabilitation of existing landfills in Tirana and production of electricity" 1 billion ALL./Monitor
