"Budget 2026, without direction and against citizens"/ Teliti presents

Opposition councilor Dorian Teliti, in his reaction to the Tirana Municipal Council meeting on the 2026 draft budget, described the financial document presented by the majority as a budget without political direction and without institutional responsibility, in a municipality that today, according to him, is "simultaneously headless and with many heads."

Teliti stated that the citizens of Tirana have been facing years of continuous tax increases, poor services, and a lack of transparency, while public money is wasted on luxury, propaganda, and payments for services that do not exist.

In this context, Teliti announced that the group of Democratic Party advisors will oppose the draft budget, presenting 29 concrete amendments, oriented towards fiscal relief for citizens, increased social spending, support for families, education, youth and farmers, as well as establishing financial discipline and real control over the expenses of the Capital Municipality.

The Democratic Party will strongly oppose the majority's proposal, introducing 29 amendments that are desperately needed to put the capital's municipality's budget act back on track.

Below is the full list of amendments from the Democratic Party's group of advisors:

Amendment 1: 30% reduction in the building (property) tax.

Amendment 2: Halving the infrastructure impact tax for new construction.

Amendment 3: 30% reduction in the tax on advertising billboards.

Amendment 4: Halving the cleaning fee for families and commercial entities.

Amendment 5: 50% reduction in parking fees, especially those in zone A.

Amendment 6: Halving the fee for using public space.

Amendment 7: Full subsidization of the food fee for children in public nurseries/kindergartens.

Amendment 8: Monthly compensation of 15 thousand lek for each child registered in a private nursery/kindergarten, in case the application to be included in the public nursery/kindergarten service is rejected, due to overload, by the Directorate of Kindergartens and Nurseries of the Municipality of Tirana.

Amendment 9: Allocation of a fund for the new scheme of direct subsidies to farmers/livestock breeders in rural areas of the capital, in the amount of 500 million lek per year

Amendment 10: Gradual reduction over the next 2 years, specifically by 15% during 2026 and 15% during 2027, of the total number of employees, with the aim of creating a small and efficient administration at the service of citizens and the needs of the Capital.

Amendamenti 11: Gjatë 2026, ulje me 25% të shpenzimeve operative të përgjithshme të aparatit qendror dhe ndërmarrjeve & institucioneve të Bashkisë Tiranë.

Amendamenti 12: Gjatë vitit 2026, asnjë qindarkë financim nga buxheti i Bashkisë Tiranë për inceneratorin që nuk ekziston. Shërbimi që nuk jepet nuk mund të paguhet.

Amendamenti 13: Pezullimi i çdo shpenzimi për rikonstruksione zyrash dhe mobilime, deri në momentin ku, sipas ristrukturimit të domosdoshëm të shpenzimeve buxhetore nga ana e ekzekutivit të Bashkisë Tiranë, shpenzimet vjetore për investime publike të jenë të paktën në masën 50% të totalit të shpenzimeve të planifikuara.

Amendamenti 14: Pezullimi i të gjitha procedurave të prokurimit publik deri në ditën e ngritjes dhe fillimit të punës të Komisionit të Kontrollit të Brendshëm Financiar, detyrim ligjor dhe i rregullores së brendshme për funksionimin e Këshillit Bashkiak Tiranë. Bëjnë përjashtim prokurimet të cilat lidhen me shërbimet e mbrojtjes së jetës, pronës dhe sigurisë.

Amendamenti 15: Kompensimi nga buxheti i Bashkisë Tiranë i efekteve të rritjes së çmimit të ujit, kryer 8 vite më parë, për familjarët dhe subjektet tatimpaguese, deri në momentin e furnizimit të plotë me 24 orë ujë të familjeve dhe subjekteve tatimpaguese që operojnë në Bashkinë e Kryeqytetit.

Amendamenti 16: Kompensim ditor për ushqimin e nxënësve të sistemit parauniversitar, në masën 250 lekë/ditë mësimi për nxënësit e shkollave publike 9-vjeçare dhe 300 lekë/ditë mësimi për nxënësit e gjimnazeve dhe shkollave profesionale. Kompensimi nuk aplikohet në rast të zbatimit nga Bashkia Tiranë të projektit të ofrimit të ushqimit për nxënësit sipas angazhimit në këtë projektbuxhet.

Amendamenti 17: Anullimi i çdo fondi të planifikuar për vitin 2026 për marketing dhe evente, dhe rialokimi i tyre në buxhetin e dedikuar për qendrat komunitare dhe shërbimet për të moshuarit.

Amendamenti 18: Krijimi i një fondi të veçantë prej 100 milionë lekë për mbështetje ligjore falas për qytetarët në konflikte gjyqësore me Bashkinë Tiranë, për çështje të një natyre specifike sipas përcaktimeve në një vendim të posaçëm të Këshillit Bashkiak.

Amendamenti 19: Alokimi i një fondi prej 500 milionë lekë për ngritjen/përmirësimin e elementeve të sigurisë në zonat përreth objekteve të arsimit parauniversitar, me qëllim rritjen e sigurisë fizike dhe parandalimin e akteve të dhunës.

Amendamenti 20: Alokimi i një fondi prej 200 milionë lekë për monitorimin e ndotjes së ajrit dhe zhurmës, me qëllim ngritjen e kapaciteteve vlerësuesë dhe më pas marrjen e masave për uljen e ndotjeve tejet të larta të ajrit në Kryeqytet.

Amendamenti 21: Alokimi i një fondi prej 500 milionë lekë në buxhetin 2026 për ndërtimin, në tokë publike, të 11 tualeteve publike, nga një tualet publik për secilën njësi administrative të zonës urbane të Bashkisë Tiranë. Vlera e mbetur për financim të planifikohet në buxhetin e vitit 2027.

Amendment 22: Allocation of a fund of 500 million lek in the 2026 budget for the construction on public land in the Astir area of ??two public nurseries with a capacity of at least 150 children each, two public kindergartens with a capacity of at least 250 children each, a public 9-year school with a capacity of at least 2,000 students and a public high school with a capacity of at least 1,000 students. The remaining amount for financing should be planned in the 2027 budget.

Amendment 23: Allocation of a fund of 300 million lek in the 2026 budget for the construction on public land in the Dry Lake area of ??a public nursery school with a capacity of at least 150 children, a public kindergarten with a capacity of at least 250 children and a public 9-year school with a capacity of at least 1,500 students. The remaining amount for financing should be planned in the 2027 budget.

Amendment 24: Allocation of a fund of 600 million lek for the construction, within the Student City or on suitable public land in the vicinity of public higher education facilities, of 4 new student housing buildings (public dormitories), with a total housing capacity for at least 2 thousand students. The remaining amount for financing should be planned in the 2027 budget.

Amendment 25: Allocation of a fund not exceeding 5 million lekë for the completion of the feasibility study and full project design within the first 6 months of 2026 of the project "Urgent intervention through separation and redirection of wastewater treatment flowing into the Artificial Lake of Tirana".

Amendment 26: Include in the 2026-2028 MTBP the funds necessary for the commissioning of the wastewater treatment plant in Kashar, according to the plan approved and financed by the Japanese government.

Amendment 27: Include in the 2026-2028 MTBP the necessary funds for the rehabilitation of road infrastructure in Administrative Unit No. 11, roads inside neighborhoods in the train track area and in the Kodër Kamza area, including asphalting, sewage disposal, public lighting and signage to improve the safety and mobility of residents of the area. For 2026, a value of at least 200 million Lek should be foreseen. The remaining value for financing should be planned in the budgets of 2027-2028.

Amendment 28: Creation of the 'Return & Work' program for the youth of the diaspora. To foresee and allocate a dedicated fund of 50 million lekë for the establishment of the "Return & Work" program, which aims to attract educated or qualified Albanian youth who are in the diaspora, to return and open a business or to be employed in Tirana.

Amendment 29: Digitalization of student passes. Allocate a budget of 10 million lek to finance the project. Create a complete digital system for student passes, including: online application, QR identification, automatic verification on buses. /CNA
