ISP Survey/Perception of Human Rights before and after 1990

The Institute of Political Studies conducted a survey on the perception of human rights before and after 1990.

Young people were asked about the responsibility of the older generation, their parents or grandparents who lived in the totalitarian system 1945-1990.

From the data of the questionnaire, it appears that the majority of young people think that the previous generations and their parents who lived in the period of the communist dictatorship were unfortunate and victims of the time and the system.

They think that the state and society should compensate for their suffering, a response that can be confirmed by the state's legal obligation to compensate former political victims.

On the other hand, only 6.8% think that the parents were complicit with the regime of that period, only 4.9% think that the state today has no responsibility for their suffering and only 2.4% believe that they had the opportunity to choose, but they made wrong choices during the communist period.

Survey conclusions:

Regarding the conducted survey, the main findings are:

I. The young generations aged 18-20 are the first generation that did not have parents who were persecuted politically or were part of the communist nomenclature, an important social change in relation to the possibility of a new, more neutral approach to the past .

II. Over 70% of young people have a negative perception of Albania's communist past, only 4.3% of young people have a positive or very positive opinion of it.

III. More than half of young people have a neutral assessment of the current political system and the transition, the same quotas divide the positive and negative assessments.

IV. About 25% of young people are informed about the past from the family, 16% from school and the learning process, 13% from books, 11% from the media and 10% from the Internet.

V. About 88-90% of young people have correct perception and answers regarding human rights rejected or censored during the communist system.

VI. Over half of young people feel lucky to live in the present time, when they see or read news about the communist past, 16% are curious to learn more, only 5% feel tired of the debate about the past.

VII. Half of young people consider it unfortunate that their parents and older generations lived under a dictatorship, and support compensation for political victims. About 5% think that the state has no responsibility today and about 7% think the older generations are complicit in that regime.

VIII. The majority of young people believe in constitutional principles and the rule of law, which guarantees human rights, 12% think that they must be constantly protected, about 10% think that they exist only theoretically and almost all believe that the Constitution and the state are guarantees, not the international factor./ CNA
